As the charter of the United Nations Organisation and international law itself remind us, war cannot be decided upon, even when it is a matter of ensuring the common good, except as the very last option and in accordance with very strict conditions, without ignoring the consequences for the civilian population both during and after the military operations."

In the Middle Ages when the feudal lords who inhabited the castles whose towers may still be seen along the Rhine concluded to enlarge their domains, to increase their power, their prestige and their wealth they declared war upon one another. The feudal barons of the Middle Ages, the economic predecessors of the capitalists of our day, declared all wars. And their miserable serfs fought all the battles. Many ships were lured upon the rocks, and men forgot home, duty, and honor as they flung themselves into the sea to be embraced by arms that drew them down to death. Ulysses, determined not to be lured by the Sirens, first decided to tie himself tightly to the mast of his boat, and his crew stuffed their ears with wax. But finally he and his crew learned a better way to save themselves: they took on board the beautiful singer Orpheus whose melodies were sweeter than the music of the Sirens. When Orpheus sang, who bothered to listen to the Sirens? So we must fix our vision not merely on the negative expulsion of war, but upon the positive affirmation of peace. We must see that peace represents a sweeter music, a cosmic melody that is far superior to the discords of war. Somehow, we must transform the dynamics of the world power struggle from the negative nuclear arms race, which no one can win, to a positive contest to harness humanity's creative genius for the purpose of making peace and prosperity a reality for all the nations of the world. In short, we must shift the arms race into a peace race. If we have a will — and determination — to mount such a peace offensive, we will unlock hitherto tightly sealed doors of hope and transform our imminent cosmic elegy into a psalm of creative fulfillment."

They gird themselves with the armor of wishful thinking, protect themselves with a shield of impenetrable optimism, and, with a few exceptions, seem to accomplish their "forgetting" quite admirably. But you, my children, I don't want you to be among those who choose to forget. I want you to read my stories and a lot of others like them. I want you to fill your heads with Remarque and Tolstoy and Ernie Pyle. I want you to know what shrapnel, and "88's" and mortar shells and mustard gas mean. I want you to feel, no matter how vicariously, a semblance of the feeling of a torn limb, a burnt patch of flesh, the crippling, numbing sensation of fear, the hopeless emptiness of fatigue. All these things are complimentary to the province of war and they should be taught and demonstrated in classrooms along with the more heroic aspects of uniforms, and flags, and honor and patriotism. I have no idea what your generation will be like. In mine we were to enjoy "Peace in our time". A very well meaning gentleman waved his umbrella and shouted those very words...less than a year before the whole world went to war. But this gentleman was suffering the worldly disease of insufferable optimism. He and his fellow humans kept polishing the rose colored glasses when actually they should have taken them off. They were sacrificing reason and reality for a brief and temporal peace of mind, the same peace of mind that many of my contemporaries derive by steadfastly refraining from remembering the war that came before."

"There had been fearful slaughters of soldiers in the First World War, and much of the accumulated treasure of the nations was consumed. Still, apart from the excesses of the Russian Revolution, the main fabric of European civilisation remained erect at the close of the struggle. When the storm and dust of the cannonade passed suddenly away, the nations despite their enmities could still recognise each other as historic racial personalities. The laws of war had on the whole been respected. There was a common professional meeting-ground between military men who had fought one another. Vanquished and victors alike still preserved the semblance of civilised states. A solemn peace was made which, apart from unenforceable financial aspects, conformed to the principles which in the nineteenth century had increasingly regulated the relations of enlightened peoples. The reign of law was proclaimed, and a World Instrument was formed to guard us all, and especially Europe, against a renewed convulsion. In the Second World War every bond between man and man was to perish. Crimes were committed by the Germans, under the Hitlerite domination to which they allowed themselves to be subjected, which find no equal in scale and wickedness with any that have darkened the human record. The wholesale massacre by systematised processes of six or seven millions of men, women, and children in the German execution camps exceeds in horror the rough-and-ready butcheries of Genghis Khan, and in scale reduces them to pigmy proportions. Deliberate extermination of whole populations was contemplated and pursued by both Germany and Russia in the Eastern war. The hideous process of bombarding open cities from the air, once started by the Germans, was repaid twenty-fold by the ever-mounting power of the Allies, and found its culmination in the use of the atomic bombs which obliterated Hiroshima and Nagasaki. We have at length emerged from a scene of material ruin and moral havoc the like of which had never darkened the imagination of former centuries. After all that we suffered and achieved, we find ourselves still confronted with problems and perils not less but far more formidable than those through which we have so narrowly made our way."

"Even the majority of authoritarian regimes were quite content to persecute internal enemies and bicker with their neighbours over borders. Stalin had no strong interest in the acquisition of more territory; he already possessed a vast empire. Military dictators like Franco were more likely to wage civil war than inter-state war; as a conservative he understood that foreign wars ultimately helped domestic revolutionaries. Only three countries aspired to territorial expansion and war as a means to achieve it. They were Italy, Germany and Japan. Their dreams of empire were the proximate cause of the multiple wars we know as the Second World War. As we shall see, however, those dreams were far from being irrational responses to the Depression. Why did only these three authoritarian regimes adopt and act upon aggressive foreign policies? A conventional answer might be that they were in thrall to anachronistic notions of imperial glory. All certainly harked back to stylized histories of their countries, Mussolini invoking the memory of the Romans to justify his African adventures, Hitler laying claim to the 'lost territories' of the Teutonic knights, the Japanese imagining their 'Yamato race' as if it were more than a mere offshoot of Chinese civilization. Yet there was nothing anachronistic about the idea of empire in the 1930s. In a world without free trade, empires offered all kinds of advantages to those who had them. It was undoubtedly advantageous to Britain to be at the centre of a vast sterling bloc with a common currency and common tariffs. And what would Stalin's Soviet Union have been if it had been confined within the historic frontiers of Muscovy, without the vast territories and resources of the Caucasus, Siberia and Central Asia?"

"Many early American state constitutions and conscription statutes contained conscience-protection clauses for at least some religious objectors. These protections varied: many were limited to members of particular religious denominations, and many required objectors to pay a fee considered “equivalent” to personal service in the military. New York, for example, exempted Quakers from having to bear arms based on “[s]cruples of con[s]cience” so long as they gave “the State [s]uch [s]um[s] of money, in lieu of their per[s]onal [s]ervice, as the [s]ame may, in the judgment of the legi[s]lature, be worth.” Pennsylvania likewise required conscientious objectors to pay a tax or fine to support the military effort, which was often called an “equivalent” to military service. Pennsylvania’s protection for objectors was very broad in some respects. For example, Pennsylvania went so far as to even exempt government employees from compiling lists of persons eligible for military service if the employee’s refusal to do so “proceed[ed] from conscientious motives.” Rhode Island provided perhaps the broadest protection for any conscientious objector: Noe person nor persons [within this colony], that is or hereafter shall be persuaded in his, their conscience, or consciences [and by him or them declared], that he nor they cannot nor ought not to trayne, to learned to fight, nor to war, nor kill any person or persons . . . nor shall suffer any punishment, fine, distraint, penalty nor imprisonment. With this language, Rhode Island extended the exemption beyond members of particular religious groups and eliminated even the common requirement of having to pay for an equivalent."

"The Selective Service Act allowed an individual to base a conscientious objection on “religious training and belief,” which the Act defined as “an individual’s belief in a relation to a Supreme Being involving duties superior to those arising from any human relation, but does not include essentially political, sociological, or philosophical views or a merely personal moral code.” The Act required that the objector be “conscientiously opposed to participation in war in any form.” Over time, the Court interpreted the Selective Service Act of 1940 to broaden the definition of “religious training and belief.” For example, in United States v. Seeger, the Court considered Congress’s choice to “deliberately broaden[]” the scope of objections by allowing individuals to reference a “Supreme Being” rather than “God” as their source of objection in the Selective Service Act. After reviewing the statutory developments under the Act, the Court stated a broad test for conscientious objection, which includes not only religious objections but also moral and ethical objections: A sincere and meaningful belief which occupies in the life of its possessor a place parallel to that filled by the God of those admittedly qualifying for the exemption comes within the statutory definition. This construction avoids imputing to Congress an intent to classify different religious beliefs, exempting some and excluding others, and is in accord with the well-established congressional policy of equal treatment for those whose opposition to service is grounded in their religious tenets. The Seeger Court recognized that the exemption provision needed to “deal[] with the beliefs of different individuals who will articulate them in a multitude of ways,” and focused its test simply on the sincerity of the individual’s conscientious objection. Even this broadened approach to conscientious objection remains focused on individuals who are opposed to participating in any war, as opposed to those who are opposed to participating in a particular war. This leaves certain people who have moral objections to participation in particular wars—for example, someone who subscribes to “just war theory,” which condemns some, but not other, wars—without protection."

"In the theater of operations . . . the presence of the enemy, and his capacity to injure and kill, give the dominant emotional tone to the combat outfit. . . . The impersonal threat of injury from the enemy, affecting all alike, produces a high degree of cohesion so that personal attachments throughout the unit become intensified. Friendships are easily made by those who might never have been compatible at home, and are cemented under fire. Out of the mutually shared hardships and dangers are born an altruism and generosity that transcend ordinary individual selfish interests. So sweeping is this trend that the usual prejudices and divergences of background and outlook, which produce social distinction and dissension in civil life, have little meaning to the group in combat. Religious, racial, class, schooling or sectional differences lose their power to divide the men. What effect they have is rather to lend spice to a relationship which is now based principally on the need for mutual aid in the presence of enemy action. Such powerful forces as antisemitism, anticatholicism or differences between Northerners and Southerners are not likely to disturb interpersonal relationships in a combat crew. . . . Their association is not limited to working hours but includes their social activities. . . . The most vital relationship is not the purely social. It is the feeling that the men have for each other as members of combat teams and toward the leaders of those teams, that constitutes the essence of their relationship."

"Elsewhere, Moskos, as cited in Marlowe (1979), referred to this social compact as “instrumental and self-serving.” But a less cynical framing is provided by the growing literature on the importance of “swift trust” in high-stakes settings (Kramer, 1999; Majchrzak, Jarvenpaa, and Hollingshead, 2007; Meyerson, Weick, and Kramer, 1996). Trust that is based on strong interpersonal bonds can take a long time to develop (McAllister, 1995; Webber, 2008). But Meyerson, Weick, and Kramer (1996) note that professional teams often “have a finite life span, form around a shared and relatively clear goal or purpose, and their success depends on a tight and coordinated coupling of activity.” Majchrzak, Jarvenpaa, and Hollingshead (2007) examined various case studies in the development of swift trust among complete strangers in response to natural disasters. Kramer (1999) reviewed evidence for several different ways in which this kind of swift trust develops, including category-based trust (based on knowledge of the other person’s membership in trusted groups), role-based trust (e.g., using high rank as a measure of one’s past experience and performance), and rule-based trust (based on “shared understandings regarding the system of rules regarding appropriate behavior,” p. 579). These mechanisms may work through either task cohesion or social cohesion, depending on the setting. Thus, when people rely on someone’s professional certification (e.g., as a surgeon, engineer, or musician), there may be a rapidly established task cohesion. If, however, one were to rely on credentials from a fraternal organization, the swift trust might rapidly create social cohesion. Similarly, rule-based trust might promote task cohesion in professional settings but social cohesion in social organizations.Of course, these routes are not mutually exclusive; professional conferences organize social outings, and fraternal groups organize charitable works."

"What never happened, despite universal fears that it might, was a full-scale war involving the United States, the Soviet Union, and their respective allies. The leaders of these countries were probably no less belligerent than those who had resorted to war in the past, but their bellicosity lacked optimism: for the first time in history no one could be sure of winning, or even surviving, a great war. Like the barbed wire along the Hungarian border, war itself-—at least major wars fought between major states—had become a health hazard, and therefore an anachronism. The historical currents that produced this outcome are not difficult to discern. They included memories of casualties and costs in World War II, but these alone would not have ruled out future wars: comparable memories of World War I had failed to do so. J. Robert Oppenheimer hinted at a better explanation when he predicted in 1946 that "if there is another major war, atomic weapons will be used." The man who ran the program that built the bomb had the logic right, but the Cold War inverted it: what happened instead was that because nuclear weapons could be used in any new great power war, no such war took place. By the mid-1950s these lethal devices, together with the means of delivering them almost instantly anywhere, had placed all states at risk. As a consequence, one of the principal reasons for engaging in war in the past—the protection of one's own territory—no longer made sense. At the same time competition for territory, another traditional cause of war, was becoming less profitable than it once had been. What good did it do, in an age of total vulnerability, to acquire spheres of influence, fortified defense lines, and strategic choke-points? It says a lot about the diminishing value of such assets that the Soviet Union, even before it broke up, peacefully relinquished so many of them."

The attachment that arises from this kind of attention to the sick and wounded, is almost inconceivable; it will moreover be the means of preserving the lives of many valuable men.He must divide his company into four squads, placing each under the particular care of a non-commissioned officers, who is to be answerable for the dress and behavior of the men of his squad. He must be very particular in the daily and weekly inspections of his men, causing all deficiencies to be immediately supplied; and when he discovered any irregularity in the dress or conduct of any soldier, he must not only punish him, but the non-commissioned officer to whose squad he belongs.He must keep a strict eye over the conduct of the non-commissioned officers; oblige them to do their duty with the greatest exactness; and use every possible means to keep up a proper subordination between them and the soldiers: For which reason he must never rudely reprimand them in presence of the men, but at all times treat them with proper respect.He must pay the utmost attention to every thing which contributes to the health of the men, and oblige them to keep themselves and every thing belonging to them in the greatest cleanliness and order. He must never suffer a man who has any infectious disorder to remain in the company, but send him immediately to the hospital, or other place provided for the reception of such patients, to prevent the spreading of the infection. And when any man is sick, or otherwise unfit for duty, or absent, he must see that his arms and accoutrements are properly taken care of, agreeably to the regulations prescribed.He must keep a book, in which must be entered the name and description of every non-commissioned officer and soldier of his company; his trade or occupation; the place of his birth and usual residence; where, when and for what term he enlisted; discharges, furloughs, copies of all returns, and every casualty that happens in the company. He must also keep an account of all arms, accoutrements, ammunition, clothing, necessaries and camp equipage delivered his company, that on inspecting it he may be able to discover any deficiencies.When the company arrive at their quarters after a march, he must not dismiss them till the guards are ordered out, and (if cantoned) the billets distributed, which must be as near together as possible; and he must strictly prohibit his men from vexing the inhabitants, and cause to be punished any that offend in that respect.He must acquaint them with the hours of roll-call and going for provisions, with their alarm post, and the hour of march in the morning.If the company make any stay in a place, he must, previous to their marching, inspect into their condition, examine their knapsacks, and see that they carry nothing but what is allowed, it being a material object to prevent the soldier loading himself with unnecessary baggage."

Having terminated his disputes with every enemy, and every rival, who buried their mutual animosities in their common detestation against the creditors of the Nabob of Arcot, he drew from every quarter whatever a savage ferocity could add to his new rudiments in the arts of destruction; and compounding all the materials of fury, havoc, and desolation, into one black cloud, he hung for a while on the declivities of the mountains. Whilst the authors of all these evils were idly and stupidly gazing on this menacing meteor, which blackened all their horizon, it suddenly burst, and poured down the whole of its contents upon the plains of the Carnatic. Then ensued a scene of woe, the like of which no eye had seen, no heart conceived, and which no tongue can adequately tell. All the horrors of war before known or heard of, were mercy to that new havoc. A storm of universal fire blasted every field, consumed every house, destroyed every temple. The miserable inhabitants flying from their flaming villages, in part were slaughtered; others, without regard to sex, to age, to the respect of rank, or sacredness of function; fathers torn from children, husbands from wives, enveloped in a whirlwind of cavalry, and amidst the goading spears of drivers, and the trampling of pursuing horses, were swept into captivity, in an unknown and hostile land. Those who were able to evade this tempest, fled to the walled cities. But escaping from fire, sword, and exile, they fell into the jaws of famine."

"Kirmani proudly recounts the manner in which Tanjore was ravaged by the forces of Tipu: Prince Tippoo with seven thousand horse, four thousand regular and irregular foot and five guns, [marched] towards Tujawur [Tanjore] and Nuthurnuggur [Tiruchirapalli]. With this force, the Prince Tippoo boldly advanced into the country of Tujawur. His soldiers, brave as Roostum, in obedience of his orders, plundered and destroyed the environs of that town, which in population and fertility, may be called equal to Kashmere . . . the habitations and idol temples of that country, which threw shame on the best paintings of China, and resembled the beauties of Paradise, they levelled with the ground, and setting fire to most of the houses, shops and bazaars, they laid waste the whole of the country. They set the country in a blaze, they took the lock or latch, and set fire to the door. By the hoofs of the Islam horse, plains and mountains were rendered indistinguishable. Sacks upon sacks of corn, herd upon herd of cattle, flocks of sheep and goats, with other articles considered worthy the notice of Hydur were sent to him . . . and plundered Seerung [Srirangam?] and Jhumgiri [?], ancient temples, seated between the waters of the Kaveri and Kaverum held in great veneration by the Hindoos, and the gaze and delight of the world . . . the young men, fond of beauty and enjoyment, obtained lovely virgins and slave girls, of the Brahmun caste, and Bayaderes, beautiful as the moon, arrayed with ornaments of gold and jewels, to their hearts desire, and warmed themselves thoroughly in the arms of beauty. Of the whole of the plunder taken, one fourth was returned to the Sirkar.30"
