"For a television special on bullying, children on a playground were videotaped. When the producers watched the tape, they saw a bullying incident about every eight minutes. When they asked teachers how often they stepped in to stop bullying, the teachers said, "All the time." Yet the tape showed them stepping in just 5 percent of the incidents.
