If the exertion of human abilities, which cannot but form a delightful spectacle for the human imagination, give us pleasure, we enjoy it here in a higher degree than while we are contemplating the schemes of warriors, and the stratagems of their bloody art."

Whoever they were that pursued the discoveries of Bacon, they probably observed, that a very small convex glass, when held at a greater distance from a book, would magnify the letters more than when it was placed close to them, in which position only Bacon seemed to have used it. In the next place, they might try whether two of these small segments of a sphere placed together, or a glass convex on both sides, would not magnify more than one of them. They would then find, that two of these glasses, one for each eye, would answer the purpose of reading better than one; and lastly they might find, that different degrees of convexity, suited different persons. It is certain that spectacles were well known in the 13th century, and not long before. ...It would certainly have been a great satisfaction to us to have been able to trace the actual steps in the progress of this most useful invention, without which most persons who have a taste for reading must have had the melancholy prospect of passing a very dull and joyless old age; and must have been deprived of the pleasure of entertaining themselves by conversing with the absent and the dead, when they were no longer capable of acting their part among the living. Telescopes and microscopes are to be numbered among the superfluities of life when compared to spectacles, which may now be ranked almost among the necessities of it; since the arts of reading and writing are almost universal."

Jesus Christ, whose history answers to the description given of the Messiah by the prophets, made no other pretensions; referring all his extraordinary power to God, his Father, who, he expressly says, spake and acted by him, and who raised him from the dead: and it is most evident that the apostles, and all those who conversed with our Lord before and after his resurrection, considered him in no other light than simply as "a man approved of God, by wonders and signs which God did by him.""
"As the greatest things often take their rise from the smallest beginnings, so the worst things sometimes proceed from good intentions. This was certainly the case with respect to the origin of Christian Idolatry. All the early heresies arose from men who wished well to the gospel, and who meant to recommend it to the Heathens, and especially to philosophers among them, whose prejudices they found great difficulty in conquering. Now we learn from the writings of the apostles themselves, as well as from the testimony of later writers, that the circumstance at which mankind in general, and especially the more philosophical part of them, stumbled the most, was the doctrine of a crucified Saviour. They could not submit to become the disciples of a man who had been exposed upon a cross, like the vilest malefactor. Of this objection to Christianity we find traces in all the early writers, who wrote in defence of the gospel against the unbelievers of their age, to the time of Lactantius; and probably it may be found much later. He says, "I know that many fly from the truth out of their abhorrence of the cross." We, who only learn from history that crucifixion was a kind of death to which slaves and the vilest of malefactors were exposed, can but very imperfectly enter into their prejudices, so as to feel what they must have done with respect to it. … Though this circumstance was "unto the Jews a stumbling-block, and unto the Greeks foolishness," it was to others "the power of God and the wisdom of God." 1 Cor. i. 23, 24. For this circumstance at which they cavilled, was that in which the wisdom of God was most conspicuous; the death and resurrection of a man, in all respects like themselves, being better calculated to give other men an assurance of their own resurrection, than that of any super-angelic being, the laws of whose nature they might think to be very different from those of their own. But, "since by man came death, so by man came also the resurrection of the dead." Later Christians, however, and especially those who were themselves attached to the principles of either the Oriental or the Greek philosophy, unhappily took another method of removing this obstacle; and instead of explaining the wisdom of the divine dispensations in the appointment of a man, a person in all respects like unto his brethren, for the redemption of men, and of his dying in the most public and indisputable manner, as a foundation for the clearest proof of a real resurrection, and also of a painful and ignominious death, as an example to his followers who might be exposed to the same … they began to raise the dignity of the person of Christ, that it might appear less disgraceful to be ranked amongst his disciples."

Had he entertained the gloomy notions of Calvinism, in which he was brought up, this cheering source of contentment and resignation would probably have failed him, and irritation and despondency would have gained an unhappy ascendancy. But by him the deity was not regarded as an avenging tyrant, punishing, for the sake of punishing his weak and imperfect creatures, but as a wise and kind parent, inflicting those corrections only that are necessary to bring our dispositions to the proper temper, and to fit us for the highest state of happiness of which our natures are ultimately capable."

Whatever may be the reason—whether it was that Hitler thought he might get away with what he had got without fighting for it, or whether it was that after all the preparations were not sufficiently complete—however, one thing is certain: he missed the bus."

"The debate over appeasement – the attempt by Britain and France to avoid war by making "reasonable" concessions to German and Italian grievances during the 1930s – is as enduring as it is contentious. Condemned, on the one hand, as a "moral and material disaster", responsible for the deadliest conflict in history, it has also been described as "a noble idea, rooted in Christianity, courage and common-sense". Between these two polarities lies a mass of nuance, sub-arguments and historical skirmishes. History is rarely clear-cut, and yet the so-called lessons of the period have been invoked by politicians and pundits, particularly in Britain and the United States, to justify a range of foreign interventions – in Korea, Suez, Cuba, Vietnam, the Falklands, Kosovo and Iraq (twice) – while, conversely, any attempt to reach an accord with a former antagonist is invariably compared with the infamous 1938 Munich Agreement. When I began researching this book, in the spring of 2016, the spectre of Neville Chamberlain was being invoked by American conservatives as part of their campaign against President Obama's nuclear deal with Iran, while today the concept of appeasement is gaining new currency as the West struggles to respond to Russian revanchism and aggression. A fresh consideration of this policy as it was originally conceived and executed feels, therefore, timely as well as justified."
"Hitler's open atrocities against the Jews in the autumn of 1938 certainly deeply impressed Chamberlain... And of course Halifax was certainly no less shocked. Many people who did not know Chamberlain personally had the impression that he was a gullible and obstinate old man. "On May 28, 1937, after King George VI had been crowned, Mr. Baldwin retired. His long public services were suitably rewarded by an earldom and the Garter. He laid down the wide authority he had gathered and carefully maintained, but had used as little as possible. He departed in a glow of public gratitude and esteem. There was no doubt who his successor should be. Mr. Neville Chamberlain had, as Chancellor of the Exchequer, not only done the main work of the Government for five years past, but was the ablest and most forceful Minister, with high abilities and an historic name. I had described him a year earlier at Birmingham in Shakespeare's words as the "pack-horse in our great affairs," and he had accepted this description as compliment. I had no expectation that he would wish to work with me; nor would he have been wise to do so at the time. His ideals were far different from mine on the treatment of the dominant issues of the day. BUt I welcomed the accession to power of a live, competent, executive figure. While still Chancellor of the Exchequer he had involved himself in a fiscal proposal for a small-scale national defence contribution which had been ill-received by the Conservative Party and was, of course, criticised by the Opposition. I was able, in the first days of his Premiership, to make a speech upon this subject which helped him to withdraw, without any loss of dignity, from a position which had become untenable. Our relations contnued to be cool, easy and polite both in public and in private."
"Neville Chamberlain, on the other hand, was alert, businesslike, opinionated, and self-confident in a very high degree. Unlike Baldwin, he conceived himsef to be able to comprehend the whole field of Europe, and indeed the world. Instead of a vague but none the less deep-seated intuition, we had now a narrow, sharp-edged efficiency within the limits of the policy in which he believed. Both as Chancellor of the Exchequer and as Prime Minister, he kept the tightest and most rigid control upon military expenditure. He was throughout this period the masterful opponent of all emergency measures. He had formed decided judgments about all the political figures of the day, both at home and abroad, and felt himself capable of dealing with them. His all-pervading hope was to go down to history as the Great Peacemaker; and for this he was prepared to strive continually in the teeth of facts, and face great risks for himself and his country. Unhappily, he ran into tides the force of which he could not measure, and met hurricanes from which he did not flinch, but with which he could not cope. In these closing years before the war, I should have found it easier to work with Baldwin, as I knew him, than with Chamberlain; but neither of them had any wish to work with me except in the last resort."

"I can never erase from my mind the thought of his struggle, in the later days of his life, against the depression resulting from his political misfortunes and knowing that he was suffering from an incurable illness. The Prime Minister had replied that he must consult his colleagues. From the beginning to end Hitler had not shown the slightest sign of yielding on a single point. The Prime Minister seemed to expect us all to accept that principle without further discussion because time was getting on."
"Personally I believe that Hitler has cast a spell over Neville. After all, Hitler's achievement is not due to his intellectual attainments nor to his oratorical powers, but to the extraordinary influence which he seems able to exercise over his fellow-creatures. "What a Chamberlain government would have done had there been no war in 1939 will never be known, but an election was due in 1940, and the manifesto proposals outlined by the Conservative Research Department embraced family allowances and the inclusion of insured persons' dependants in health cover—about half the advances usually attributed to Beveridge. "What calibre of Conservatism Chamberlain would have sought to impose is open to conjecture, since he never properly had an opportunity to impose one. He was kept cramped in the wings for so long that he reached the centre stage only moments before the intermission. Yet there is a strong impression that he would have tried to impose something: his politics was a doctrine of action because that was the sphere where he knew himself to be at his best and because that was what he thought he was there to do. It is far from clear, on the other hand, in which direction he would have gone. His own introduction of tariffs in 1932, with suitable acknowledgement to "name and blood", had blocked one path. It may be that he would have extended the moderate collectivism towards which Conservatism, in its "national" guise, had been moving; certainly he took pains to rebut the charge that the National Government was a sterile administration. His view that British government in the 1930s was reformist may have been heartfelt for his achievement, as much as his propaganda, suggests that he pursued a measure of social reform as an end in itself. To that extent the European imbroglio to which Chamberlain was heir has masked the degree to which he was a radical democrat. He was closer to a compassionate understanding of "the people" than any other leader examined here. He understood the urban poor, as Baldwin did not, and he had the organizational equipment to direct those who agreed with him."
"My reliable informants in the German camp had already made it clear to me that Hitler regarded the Prime Minister [Neville Chamberlain] as an impertinent busybody who spoke the ridiculous jargon of an out-moded democracy. The umbrella, which to the ordinary German was the symbol of peace, was in Hitler's view only a subject of derision."

Others followed naturally on the work of social reform which made the Liberal Governments of 1906 onwards so outstanding. His heart was in all this work, which he thoroughly understood. But he did not wear his heart upon his sleeve; on the contrary, he kept it so closely buttoned up behind his formal morning-coat that he was not suspected of anything except a desire for efficiency. In fact, he was inspired by a deep sentiment and feeling for the poor and suffering. Neither the Opposition who disliked him, nor those of our party who admired him, could see behind the mask. Yet in this Parliament he stood out. If Baldwin was by nature indolent, Neville Chamberlain was the most hard-working of men. The troubles of later years should never be allowed to obscure the great achievements of this period."
"Chamberlain was not a favourite of the House, and he never obtained that attention from the Opposition which it is necessary for a leading Minister to secure. This was a defect partly of manner and partly of feeling. He had a certain intellectual contempt for people whose views he thought ridiculous; and most of the Labour Party he put into that category. But he was not able to conceal this, and his tone revealed a degree of sarcasm and even rudeness towards his opponents, which is contrary to the true House of Commons tradition, at least at the top. Hard blows can be taken and given in our Parliamentary system. They are not long remembered. But superciliousness and arrogance are much more wounding. Nevertheless, he was a commanding personality. His speeches were admirably prepared and argued. If his voice was rasping and often weak, his Parliamentary style was good. He marshalled facts and statistics with ease. His slim figure, conventionally dressed (he usually wore a tail coat and stiff wing-collar), his well-groomed appearance, his corvine physiognomy, his perfect self-control: all these made him an outstanding Parliamentarian. I can still see him standing at the box, erect and confident. But he was respected and feared, rather than loved, except by the few who were his intimates and knew the kindliness that lay behind his bleak exterior."
"Although one of the Opposition, I feel I must say how much your presence in the House is missed by me. However profoundly I may have felt disagreement with you over foreign policy at times, I could not take less account of several splendid things you did during the short time it has been my privilege to share the same historic floor with you. I recall how you stood firm over Members' pensions, your moving tribute to George Lansbury, your greatness in making room for Winston Churchill and then facing the same House by his side. I would like to have understood you better; public criticism can be so unfair to a sincere man. "That, too, was what Neville Chamberlain was clearly doing in London from 1937 until the gray morning of 1941 when his cancer finally killed him. During those fateful years he too was "sparring with the situation," seeking an easy way out. He has been accused round the world of being a foolish old man who did not understand what it would take to defend his country against the Nazis. That, I am sure, is a fundamental error. He knew full well the number of planes and tanks it would take, but he could not bring himself to the hard decision of ordering the industrial and economic revolution that was necessary to produce them."
"We, like the the British and French, improvised and compromised, and these two words, I am convinced, are the patents of "too little and too late." All this is relevant to our present situation because once a nation or the leaders of a nation get into the habit of substituting palliatives for cures, once they refuse to face the facts and deal with them directly and courageously, their capacity for self-deception is unlimited. Neville Chamberlain was tragic proof of this point. When he came back from Munich, waving Adolf Hitler's signature on a no-war scrap of paper and announcing "peace in our time," he gradually convinced himself that what he wanted to believe was true, and so he became so convinced of it that on March 9, 1939, he sent a note up to the press gallery in the House of Commons telling the reporters that he would like to see them that afternoon at four o'clock. When the reporters arrived for this unexpected conference, they found him beaming, which was unusual. He said he had called this meeting because he was convinced at last that there was now real hope of a European settlement. He explained his feeling at full length and finished by talking not only of better Anglo-German relations but of European disarmament. Now, Neville Chamberlain may have been a misguided statesman, but he was an honest man, and while the Foreign Office was visibly astounded by his remarks, we sent them out to the world that same afternoon. Six days later, the German Army marched into Prague."
"Afterward Strang, like many in the Foreign Office, described Munich frankly as a “débâcle.” And there is no doubt that Chamberlain’s personal diplomacy looks profoundly amateurish by the standards of later summits. No psychological profiles of his opponent had been prepared; there was no sign of what would now be called “position papers” or “briefing books.” The prime minister kept professional diplomats at arm’s length, including his foreign secretary, and went to Berchtesgaden without even his own interpreter and record keeper. He did not think through his bottom line and tended to throw away bargaining chips without gaining anything in return. But Chamberlain’s basic problem was not one of method but of assumptions. He flew to Berchtesgaden because he feared that the fate of Europe was in the hands of a madman; he came back with the illusion that he was forging a personal relationship with Hitler and that this would bear fruit because, at root, the Führer was a man of his word. More dangerous still was the idealism (and hubris) of a politician who believed he could bring peace to Europe and, perhaps, the ambition of a marginalized younger son determined to outdo his father and his brother. But none of this would have mattered if Chamberlain and most of his colleagues had not convinced themselves that war over Czechoslovakia would mean the devastation of much of London. Not for the last time a British prime minister got it profoundly wrong about weapons of mass destruction."
"In short, Hitler was a much more effective negotiator than Chamberlain, but he never wanted to negotiate, whereas Chamberlain, a less skilled tactician, got what he really wanted—peace not war. Yet it was a hollow victory, because Hitler never intended to honor the Munich agreements. He was soon kicking himself for losing his nerve at the end of September. In March 1939, when he seized the rest of Czechoslovakia, he was not only going beyond his professed aim of simply bringing Germans within the Reich, he had also torn up what had been signed at Munich. A disenchanted Chamberlain was forced into a complete U-turn, offering guarantees to Poland, Romania and other countries possibly on the Nazi hit-list in a belated and panicky effort to deter further German expansion. That summer Chamberlain still hoped for peace but Hitler was now bent on having a war over Poland, determined not back down a second time. He felt he had the measure of his opponents. “Our enemies are small worms,” he told his generals in August 1939. “I saw them in Munich.""

"If we wish to find the closest analogy, among statesmen of the first rank, we must turn to one of a different nation who pursued a very different, and in foreign affairs even a diametrically opposite, policy. Monsieur Poincaré, too, had a restricted range of habitual vision, and an unequalled clarity of vision within that range; what he saw, he saw precisely in all its detail; what he did not so see was altogether outside his consciousness; he had a complete mastery of all he knew, and a supreme disregard for what he did not. The force of a strong nature, the determination of a strong will, the vigour of a robust physique, were all increased by this concentration of effort and interest. Mr. Chamberlain had all these characteristics, though all of them in a less extreme form; he is compact, cold, correct, concentrated, with both the limitations and the strength which these qualities involve. The analogy is confirmed by the similarity of the personal reactions of the Celt of genius to the Lorrainer and to the Midland Englishman."
"He cares more where he cares most, because he cares less where he cares least. His will is stronger for his central purpose, because he confines it to that purpose. His strength is the strength of concentration. And this must be the central note of any personal description. "Being very efficient, Chamberlain had, as he said himself, "no capacity for looking on and seeing other people mismanaging things." Of his planning there is no better example than the programme that he made for the Cabinet in November 1924, for the reform of local government. It was a five-year plan to cover the whole field of health, housing, local taxation and rating, and to be carried out methodically by twenty-five Bills neatly spaced over each succeeding session of the five-year Parliament. No previous Minister of Health or President of the Local Government Board had ever contemplated so ambitious a task. Chamberlain not only convinced a doubtful Cabinet of its advantages, but passed the whole programme through Parliament in little more than four years. Without his remarkable grasp of detail, his achievement would have been impossible. From start to finish it involved an almost interminable series of administrative problems. The result was to display the remarkable talent for administration that had already made his reputation on the Birmingham City Council. The Ministry of Health and the Exchequer provided an unlimited opportunity for still further applying it. His critics sometimes thought that this grasp of detail made him undertake work that ought to have been left to his permanent staff. I am sure, however, that his reforms between 1924 and 1929 would never have been carried through if it had not been for his knowledge of detail and the use that he made of it."
"A mentality such as his was equally far apart from the easygoing quietism of Baldwin and the introspective hesitations of MacDonald. Although a man of great personal modesty, Chamberlain was not tolerant. His likes and dislikes were even stronger than Baldwin's, so strong, in fact, that they sometimes led him to mistaken decisions, and when he became Prime Minister, to some bad appointments to responsible posts. He had none of Baldwin's appeal to other men's feelings. "I like your old man Baldwin," Lloyd George once said to me. "I could work with him." He could never work with Chamberlain. Whilst it was the humanist's touch that made Labour hang on Baldwin's words, it was the analyst's accuracy that, reacting against Labour's reluctance to face unpleasant facts, made the Trade Union leaders regard Chamberlain as a bitter enemy, when in practice he was a pronounced radical reformer far to the left of many of them and most of his own party."
"Appeasement did not mean surrender, nor was it a policy only to be used towards the dictators. To Chamberlain it meant the methodical removal of the principal causes of friction in the world. The policy seemed so reasonable that he could not believe even Hitler would repudiate it. Hitler at the time seemed genuinely anxious to live on good terms with the British Empire. He had obtained equality of status for his country, and needed a period of peace to consolidate his political power. When, therefore, at Munich, he signed the pledge of perpetual friendship with Great Britain, he appeared not only to be acting in good faith, but to be embarking on a policy equally advantageous to himself and Germany. These were the considerations that influenced him to think that the Führer was more likely to keep his word than to break it. Supposing, however, that Chamberlain was mistaken, for he never regarded his opinion as infallible, he felt that he could fall back on the re-insurance policy that he possessed in the programme of British rearmament. The ink, indeed, was scarcely dry on the agreement when...he met the Service Ministers and Chiefs of Staff and agreed with them on a series of measures for accelerating rearmament, particularly the air programme of Spitfires and Hurricanes. Although Hitler was enraged at this reaction, Chamberlain none the less persisted with his double programme of peace if possible, and arms for certain. If I described his mind in a sentence, I would say that at the time of Munich he was hopeful but by no means sure that Hitler would keep his word, but that after Prague he came to the conclusion that only a show of greater determination would prevent him from breaking it."
"The British and German accounts of the conversation agree that he walked warily, and knew that he was dealing with an abnormal fanatic. It may be that his self-confidence misled him into thinking that the Führer could be moved by arguments and explanations that seemed to us unanswerable. British Ministers, whether Grey, Asquith or Baldwin, have always been inclined to think and act as if foreigners thought and acted like themselves. Chamberlain evidently believed that there was at least a small corner of Hitler's mind that was sufficiently like his own to respond to British arguments. The belief was something more than wishful thinking. The plan of the blitzkrieg against Czechoslovakia, for instance, was dropped as the result of Chamberlain's insistence. The truth seems to be that each of them was influenced by the other, but that neither really understood the other's point of view. Chamberlain failed to realise that Hitler wanted the whole continent and not a few million more Germans. Hitler, when he talked of perpetual peace between Germany and Great Britain, always assumed that it would be based upon the division of the old world between them."
"The mistake that the Führer made was to think that Chamberlain had accepted the Munich terms from weakness. Whatever may be said to the contrary, Chamberlain did not agree because of our military unpreparedness. On the contrary, he sincerely believed that it was necessary in the general interests of world peace to let the Sudeten Germans unite with the Germans of the Reich. The fact that we were military weak took a secondary place in his mind. Extremely obstinate by nature, he would never have submitted to a threat or surrendered through fear. He was prepared to make an agreement only because he felt that it was definitely wrong to plunge Europe into war to maintain what, even in the negotiations of the Versailles Treaty, was regarded as a precarious and vulnerable compromise. When he was told that the loss of the Sudetenland would destroy the balance of power in Europe, his answer was that a balance that depended on Czechoslovakia was no longer reliable when the defences had been turned by Hitler's occupation of Austria. Perhaps he underrated the strength of Czech nationalism. Whilst his mind was insular to the extent that he thought that foreigners thought like us, it was cosmopolitan in its indifference to nationalist movements. It was only after the occupation of Prague that he saw that his detached reasonableness was insufficient to stop Hitler. The result was our guarantee to Poland, Greece, and Roumania, the introduction of conscription, and the intensification of rearmament."
"[Neville Chamberlain] was a very honourable man ... I often thought he knew that in 1938 he must gain time to get us ready. I believe he gained more in that last year than Hitler ... it may be that we owe Chamberlain a great debt of gratitude for his judgment for what happened during those years. "From 1936, and with reluctance, after it grew clear that Germany was rearming, the British government paid reluctant heed to expanding its armed forces. Local city and town officials were primed with providing a basic civil defence infrastructure, for it was clear that a new war would involve devastating aerial bombardment. However, many, especially those controlled by the broadly anti-war Labour Party, dragged their feet in imposing what was decried as a ‘militarization of everyday life’. The great majority of the British population did not favour war. Britain was no longer the almost limitlessly wealthy superpower it had been before 1914. The country’s continuing world-power status now relied on the maintenance of a rules-based international order, with its guarantees of the global status quo (and especially of Britain’s precious Empire). A world war would make British power vulnerable to Germany, and to Germany’s allies, Italy – in the Mediterranean and the Middle East – and Japan (in the Far East). This prompted much of the reasoning behind Neville Chamberlain’s so-called ‘policy of appeasement’."

"Chamberlain thought that Germany could be economically placated, and picked himself for mediator with the insatiable. He was always too sensible to see with A. N. Whitehead how "history exceeds all limitations of common sense". He was anti-Nazi right enough but not enough. He embodied too little and too late. His little however looked a lot to those who, unaware that we had jettisoned every safeguard devised after the war, supposed Hitler to be "a moderate patriot". They gasped when on the verge of catastrophe the Chancellor brought himself to spend on defence £1,500 extra millions financed mainly by income-tax. I still see our Minister in Paris, handsome Hugh Thomas, the finest rider of his day, bursting radiant into my room. "You've done it, Van." "I haven't. The money is spread over five years. There won't be time to spend it before the balloon goes up." Hugh's horse jumped into the bottom of a fence and killed him before he found out. Revelation killed Chamberlain more slowly."
"Let us say of the Munich Agreement that it was inescapable; that, faced with the lack of preparedness in Britain's armaments and defences, with the lack of unity at home and in the Commonwealth, with the collapse of French morale, and with the uncertainty of Russia's capacity to fight, Mr. Chamberlain had no alternative to do other than he did; let us pay tribute to his persistence in carrying out a policy which he honestly believed to be right. "In fairness to Mr. Chamberlain it must be said that he was the victim of circumstances which he had previously foreseen and had striven to prevent. "What is to be the nature of the domestic legislation of the future? (Hear, hear.) I cannot help thinking that it will be more directed to what are called social subjects than has hitherto been the case.—How to promote the greater happiness of the masses of the people (hear, hear), how to increase their enjoyment of life (cheers), that is the problem of the future; and just as there are politicians who would occupy all the world and leave nothing for the ambition of anybody else, so we have their counterpart at home in the men who, having already annexed everything that is worth having, expect everybody else to be content with the crumbs that fall from their table. If you will go back to the origin of things you will find that when our social arrangements first began to shape themselves every man was born into the world with natural rights, with a right to a share in the great inheritance of the community, with a right to a part of the land of his birth. (Cheers.) But all these rights have passed away. The common rights of ownership have disappeared. Some of them have been sold; some of them have been given away by people who had no right to dispose of them; some of them have been lost through apathy and ignorance; some have been stolen by fraud (cheers); and some have been acquired by violence. Private ownership has taken the place of these communal rights, and this system has become so interwoven with our habits and usages, it has been so sanctioned by law and protected by custom, that it might be very difficult and perhaps impossible to reverse it. But then, I ask, what ransom will property pay for the security which it enjoys? What substitute will it find for the natural rights which have ceased to be recognized?"
"When the issues of peace and war are trembling in the balance, and when an unguarded word might be productive of much mischief, everyone who is under any sense of responsibility is bound, for a time at least, to maintain a temporary reserve. All, therefore, that I will say, is that war, even a successful war, is so great a misfortune for all who are engaged in it that it is the highest obligation of a patriotic Government to exhaust every means of honourable and amiable settlement. But if, when we have done that, we find ourselves face to face with a determined policy of aggression, and have to make an appeal to the loyalty and the support of the Empire, I believe that the summons will be responded to as it has been in past times, and that the English democracy will show that it is patient and resolute, and endurant to the end, and that it will exhibit that courage and tenacity which have always in past times distinguished the Anglo-Saxon race. "When government was represented only by the authority of the Crown and the views of a particular class I can understand that it was the first duty of men who valued their freedom to restrict its authority and to limit its expenditure. Ignorance, intemperance, immorality, and disease—these things are all interdependent and closely connected; and although they are often the cause of poverty, they are still more frequently the consequence of destitution, and if we can do anything to raise the condition of the poor in this country, to elevate the masses of the people, and give them the means of enjoyment and recreation, to afford to them opportunities of improvement, we should do more for the prosperity, ay, for the morality of this country than anything we can do by laws, however stringent, for the prevention of excess, or the prevention of crime."
"He is face to face with the whole population of England and Scotland, reinforced as it will be by at least one-fifth of the population of Ireland itself, and to threaten 32 millions of people with the vengeance of four millions is a rhetorical artifice which is altogether unworthy of Mr. Parnell's power and influence. (Hear, hear.) But it is said by him that justice requires that we should concede to Irishmen an absolute right to self-government. I would reply that that is a right which must be considered in relation to the security and welfare of the other countries in juxtaposition to which Ireland is placed, and with whose interests hers are indissolubly linked. Why, if this idea of closing all the doors through which all new trade is to come to us is to be accepted by this House, we must adopt some means or other by which our population can be kept stationary. And I venture to say that when our ancestors pegged out claims for us, as they did in many parts of the world, they were not at the time more promising than the claims which are now under consideration."

"We, in a spirit of humanity of which I entirely approve, have passed legislation—to which I may say I have without boasting myself contributed very largely—to raise the standard of living amongst our working people, to secure to them higher wages, to save them from the competition of men of a lower social scale. But normal conditions have not obtained. You have been the sufferers; and, as I have said, a great number of your refineries have been closed, have disappeared altogether. The capital invested in them has been lost, and the workmen who work in them—what has become of them?"

If now you disregard their aspirations and wishes, if when they make you an offer not specially in their interests but in the interests of the Empire of which we are all a portion—if when they make you this offer you reject it or treat it with scorn you may do an injury which will be irreparable, and, whatever you yourselves may feel in after life, be sure that your descendants will scorn and denounce the cowardly and selfish policy which you will have pursued."
"When I was in South Africa nothing was more inspiring, nothing more encouraging, to a Briton to find how the men who had either themselves come from its shore or were the descendants of those who had still retained the old traditions, still remembered that their forefathers were buried in its churchyards, that they spoke a common language, that they were under a common flag, still in their hearts desired to be remembered above all as British subjects, equally entitled with us to a part in the great Empire which they, as well as us, have contributed to make...I did not hesitate, however, to preach to them that it was not enough to shout for Empire...but that they and we alike must be content to make a common sacrifice...in order to secure the common good. Or are we to take up a new youth as members of a great Empire which will continue for generation after generation, the strength, the power, and the glory of the British race?"
"Lord Goschen tells you that France only takes 2 per cent. of its corn from abroad, that it is self-sufficient, and that Germany only takes 30 per cent., whereas, he says, we take four-fifths. That is not a comforting reflection...it is not a comforting reflection to think that we, a part of the British Empire that might be self-sufficient and self-contained, are, nevertheless, dependent, according to Lord Goschen, for four-fifths of our supplies upon foreign countries, any one of which, by shutting their doors upon us, might reduce us to a state of almost absolute starvation... [T]he working man has to fear the result of a shortage of supplies and of a consequent monopoly. If in time of war one of the great countries, Russia, Germany, France, or the United States of America, were to cut off its supply, it would infallibly raise the price according to the quantity which we received from that country. If there were no war, if in times of peace these countries wanted their corn for themselves, which they will do, or if there were bad harvests, which there may be in either of these cases, you will find the price of corn rising many times higher than any tax I have ever suggested. And there is only one remedy for it. There is only one remedy for a short supply. It is to increase your sources of supply. You must call in the new world, the Colonies, to redress the balance of the old. Call in the Colonies, and they will answer to your call with very little stimulus or encouragement. They will give you a supply which will be never failing and all sufficient."
"What is the whole problem as it effects the working classes of this country? It is all contained in one word—employment. Cheap food, a higher standard of living, higher wages—all these things, important as they are, are contained in the word employment. Then, if so, do not let us be misled by those who would teach us that we can afford to stand where we are and yet wallow in comparative luxury that may, indeed, be greater than any we have enjoyed before. "If employment is falling off, what is the lesson? The lesson is that our home trade, our domestic consumption, must have decreased in a larger proportion than our foreign trade has increased. (Hear, hear.) The competition from abroad has grown more and more severe, and, on the whole, taking our trade as a whole, it must have declined if the employment in trade has decreased. (Hear, hear.) Wages have been reduced. You have only to read the papers to see almost daily some trade or another has to submit to a reduction. That, then, is not a proof of boundless prosperity. "Are we to be an empire or are we to be only a kingdom? The great Napoleon said that "Providence was always on the side of the big battalions." Do you suppose that is not the same with countries as with armies? The struggle for life, the struggle for existence in future will not be between cities or even between kingdoms. It will be between mighty empires; and the minor States will come off badly if they are left to be crushed between the gigantic bulk of these higher organisations. Our opponents see this truth dimly, because when we come to talk of the prosperity of America and Germany they say, "Yes, that is natural. Are they not greater than us, are they not more numerous?" Then in a sort of despairing fatalism they seem to say, "What can our little England do but fall a victim to the inexorable decrees of fate?" I am not impressed by their pessimism. (Cheers.) I refuse to despair of my country. (Cheers.) Are we not also an empire? (Cries of "Yes.") Are we not as great in area and as great in population, greater in the variety of our products and opportunities than any empire that exists or that the world has ever seen? Yes; but our union is incomplete, and the question which to me is everything is "Will it attain to a higher organisation?" It is impossible that it can remain the same; it must either shrink or it must develop."

He...left a precious legacy to his countrymen when he disclosed to them the secrets of union when he said to them, "Learn to think continentally." (Hear, hear.) Think of them as they are; think of them as they will be; share and sympathise with their aspirations for a closer union; do nothing to discourage them, but show your willingness to co-operate with them in every effort they make or propose. So, and so only, can you maintain the traditions of the past, the renown of this Imperial City, and the permenance of that potent agency for peace and for civilisation that we call the British Empire. "You are suffering from the unrestricted imports of cheaper goods. You are suffering also from the unrestricted immigration of the people who make these goods. (Loud and prolonged cheers.)... The evils of immigration have increased during recent years. And behind those people who have already reached these shores, remember there are millions of the same kind who, under easily conceivable circumstances, might follow in their track, and might invade this country in a way and to an extent of which few people have at present any conception. The same causes that brought 10,000 and 20,000, and tens of thousands, may bring hundreds of thousands, or even millions. (Hear, hear.) If that would be an evil, surely he is a statesman who would deal with it in the beginning. (Hear, hear.)... When it began we were told it was so small that it would not matter to us. Now it has been growing with great rapidity, it has already affected a whole district, it is spreading into other parts of the country... Will you take it in time (hear, hear), or will you wait, hoping for something to turn up which will preserve you from what you all see to be the natural consequences of such an invasion? ... [I]t is a fact that when these aliens come here they are answerable for a larger amount of crime and disease and hopeless poverty than are proportionate to their numbers. (Cheers.) They come here—I do not blame them, I am speaking of the results—they come here and change the whole character of a district. (Cheers.) The speech, the nationality of whole streets has been altered; and British workmen have been driven by the fierce competition of famished men from trades which they previously followed. (Cheers.)... But the party of free importers is against any reform. How could they be otherwise?...they are perfectly consistent. If sweated goods are to be allowed in this country without restriction, why not the people who make them? Where is the difference? There is no difference either in the principle or in the results. It all comes to the same thing—less labour for the British working man. (Cheers.)"
"Is the Unionist party, the Conservative party, to be without a definite policy of social reform? It is to our party that they owe the whole of that body of legislation connected with the Factory Acts, free education, the distribution of lands in the shape of allotments and small holdings, the compensation for accidents to workmen in the course of their employment... The policy of resistance, of negation, is no sufficient answer to that Socialist opinion which is growing up amongst us—the Socialist opinion the objects of which are, after all, worthy of earnest and even favourable consideration...that policy, by whomsoever propounded, is a policy which means money, which means expenditure, it is closely connected with the third object of our party officially declared—that fiscal reform is the first constructive policy of the Unionist party. "[Chamberlain delivered] two remarkable speeches in [1885], that at Glasgow on September 15, and that at Inverness three days later. I still remember, as though it were but yesterday, the thrill of pleasure which went through Radical Scotland when the first speech was delivered. Its bold audacity struck the imagination of the country. We waited with interest and at a high tension for the Inverness pronouncement. The earnest candour of the man who based his politics upon the fact that one in every thirty people in the country was on the parish, that one in every ten was on the border of starvation, as he had done in Glasgow, and was flaunting the classes with cavalier indifference whilst declaring that for the increase of the material resources of the poor there was "no hope whatever except in the radical revision of the laws which affect the tenure of land," touched the imagination of Radical Scotland... Mr. Chamberlain's speech at Inverness was therefore no ordinary pronouncement. People flocked to the town from far and near—and they were rewarded. Never was the crofter position better put. He reiterated his doctrines about land ownership. A volcano of fury shot up next morning from the Conservative press, but thousands of hearts were stirred for the coming contest by the joy that at last a man had appeared who really meant business."
"Chamberlain...specifically advocated tariff reform as an employment policy: "Tariff reform means jobs for all." As a political device it was aimed directly at the working-class electorate... Tariff reform...proposed to reunite the political and economic systems and, despite Chamberlain's personal disavowals, threatened the enforcement of a new social discipline. It was the closest to a continental political strategy Britain had ever reached; its failure meant the failure not only of a policy that would have subordinated the working class under a new fiscal–industrial order but the failure of any working-class ideologies—Marxism, for instance—which also argued that the country's political and economic systems should be reunited."
"The other model was the Australian one: a system of industrial relations dependent upon compulsory arbitration and judicially established wage minima for both skilled and unskilled workers within a protected economy... That was not a subsistence but a "living" wage of the kind that the British unions never actually got. This was the bargain of Australian tariffs: employers got protected markets and employees got protected wages. These demands, particularly over Poland, were to prove the fuel for the next war."
"But at the time praise was showered on Chamberlain for brokering the deal. On his return from Locarno, he received a special welcome at Victoria Station and, in further similarity to Disraeli in 1878, was immediately made a Knight of the Garter. Prime Minister Stanley Baldwin praised him for resolving an issue that had “so far defied the efforts of every statesman since the war.” One of Baldwin’s predecessors, Lord Arthur Balfour, said that Chamberlain’s name would be “indissolubly associated” with this probable “turning point in civilisation.” A few months later Chamberlain was awarded the Nobel Peace Prize. For a politician who had grown up in the shadow of his famous father, “Radical Joe,” it was an intoxicating apotheosis. “I am astonished and a little frightened by the completeness of my success and by its immediate recognition everywhere,” Chamberlain told his sister On October 22, 1925, he dined alone with his younger half-brother Neville, who noted in his diary that Austen "talked almost without stopping from 8 till 11.00 on Locarno. Very naturally, perhaps, the rest of the world does not exist for him . . . Looking back he felt that no mistake had been made from beginning to end." Neville found it hard to conceal his envy at Austen’s success. Nor, as we shall see, did he forget it."

There is one work of hers, Cranford, which in my judgment, while depicting life in almost any country town, is especially descriptive of some of the past and present social characteristics of Knutsford. I know that the work was not intended to delineate this place chiefly or specially, but a little incident within my own experience will show the accuracy of the pictures as applied to our town. A woman of advanced age, who was confined to her house through illness, about three years ago, asked me to lend her an amusing or cheerful book. I lent her Cranford, without telling her to what it was supposed to relate; she read the tale of Life in a Country Town; and when I called again, she was full of eagerness to say:—"Why, Sir! that Cranford is all about Knutsford; my old mistress, Miss Harker, is mentioned in it; and our poor cow, she did go to the field in a large flannel waistcoat, because she had burned herself in a lime pit." For myself I must say that I consider Cranford to be full of good-natured humour and kindliness of spirit."
"Men and women could always claim her sympathy; but her gentle heart went out to the underfed, overworked girls. Them she received at her home, always ready to listen to their troubles, advise, or teach the rudiments of education to such as could be persuaded to devote the time necessary for the acquisition of such elementary knowledge. The employers of labour complained of the way in which they were portrayed in its pages; and it cannot be denied that they had a grievance, for the sympathies of the authoress were so obviously with the workmen. She looked at the social problem entirely from the point of view of the poor; and, while she did not omit to indicate the faults of the lower class, she could not bring herself to depict the merits of the other. It was heart against head with her, and at this time, if she saw life largely, she did not yet see it whole. The employers seemed well-to-do and happy, and she did not endeavour to penetrate beneath the surface. The employés were poor, discontented, uncertain of work, poorly paid; they had miserable lives and terrible dwellings. What wonder she wrote with bitterness? What wonder that the woman who accompanied some real Barton and Wilson to the "home" of the miserable Davenports lost, temporarily, the sense of proportion?"
"If in Mary Barton the bias is in favour of the working classes, it must be conceded that in North and South (published seven years later) the other side of the picture is shown. Mrs. Gaskell was still as full of sympathy with the labourer, but experience had taught her much. Still puzzled by seeing "two classes dependent on each other in every possible way, yet each evidently regarding the interests of the other as opposed to their own," she realised that the manufacturers, as a class, were not mere bloated capitalists, but level-headed, hard-working men, fighting against heavy odds for their livelihood. Also, she saw more clearly that the misery of the labourers was sometimes brought about by improvidence, and that much unhappiness was caused by the tyranny of the trades-unions of that day."
"All the other novels were written with the consciousness of power, and it is easy to see that the authoress had no misgivings. They will all live long, but Cranford will never be allowed to die. Admirable as are all the rest, Cranford stands out unique, individual, not only as the masterpiece of the writer, but as an acknowledged masterpiece of English literature."

He succeeded after some trouble, but found some of the properties of vectors professedly proved were wholly incomprehensible. How could the square of a vector be negative? And Hamilton was so positive about it. After the deepest research, the youth gave it up, and returned the books. He then died, and was never seen again. He had begun the study of Quaternions too soon."
"My own introduction to quaternionics took place in quite a different manner. Maxwell exhibited his main results in quaternionic form in his treatise. I went to Prof Tait's treatise to get information, and to learn how to work them. Now the "common something," which all exchangeable things contain, is neither more nor less than abstract utility, i.e. power of satisfying human desires. The exchanged articles differ from each other in the specific desires which they satisfy, they resemble each other in the degree of satisfaction which they confer. The Verschiedenheit is qualitative, the Gleichheit is quantitative.It cannot be urged that there is no common measure to which we can reduce the satisfaction derived from such different articles as Bibles and brandy, for instance (to take an illustration suggested by Marx), for as a matter of fact we are all of us making such reductions every day. If I am willing to give the same sum of money for a family Bible and for a dozen of brandy, it is because I have reduced the respective satisfactions their possession will afford me to a common measure, and have found them equivalent. In economic phrase, the two things have equal abstract utility for me. In popular (and highly significant) phrase, each of the two things is worth as much to me as the other.Marx is, therefore, wrong in saying that when we pass from that in which the exchangeable wares differ (value in use) to that in which they are identical (value in exchange), we must put their utility out of consideration, leaving only jellies of abstract labour. What we really have to do is to put out of consideration the concrete and specific qualitative utilities in which they differ, leaving only the abstract and general quantitative utility in which they are identical.This formula applies to all exchangeable commodities, whether producible in indefinite quantities, like family Bibles and brandy, or strictly limited in quantity, like the "Raphaels," one of which has just been purchased for the nation. The equation which always holds in the case of a normal exchange is an equation not of labour, but of abstract utility, significantly called worth. … A coat is made specifically useful by the tailor's work, but it is specifically useful (has a value in use) because it protects us. In the same way, it is made valuable by abstractly useful work, but it is valuable because it has abstract utility."

"Somehow the discussion got around to Gary Becker, and I opined that Gary was also quite a good economist. However, Cordemí began to shake his head in a doleful manner, and I sensed, first, that he did not approve of Becker and, second, that I was losing his respect because of my own good opinion of Becker. Then Cordemí said that Becker’s problem was his lack of originality. This was really a surprise—many people object to Gary because he is outrageous, not because he is unoriginal. Then Cordemí dropped his bombshell: all of Becker’s ideas are in Philip Wicksteed’s book, The Common Sense of Political Economy.After this revelation, I was pretty eager to get home to consult my copy of The Common Sense, which I owned but had not studied. When I read the book, I discovered quickly what Cordemí was referring to. Wicksteed urged his fellow economists to apply economics broadly to a variety of social interactions, not just to usual business matters. However, as far as I could tell, he had not gone anywhere with this idea. Therefore, Gary’s originality seemed to be intact. Nevertheless, I filed away this incident and figured I could use it against Gary at some future time.[…] I figured that I needed to create something of a psychological edge, and I arranged for my younger son, Josh (then eight years old), to be on the tennis court prior to the big match. He was set up to be reading the Common Sense of Political Economy. "Wicksteed's first contribution to theoretical Economics was an application of the Jevonian analysis to the criticism of the Marxian theory of value—an article on Das Kapital which appeared in the socialist journal, To-Day, in October, 1884. The article is not merely a criticism; it is an independent exposition of the new theory which carries it further forward and, on more than one point, adds important new corollaries, The Labour Theory is shown to be false. The cases which it appears to explain are explained more convincingly as special instances of a more comprehensive theory. … It was the first scientific criticism of Marx's theory—written years before Böhm-Bawerk's or Pareto's—and in some respects it remains the most decisive. The argument is developed with the ease and certainty of a man who is completely sure of himself, not because of any self-deception or premature synthesis, but because he has mastered the essential material. Mr. George Bernard Shaw, at that time a Marxian Socialist, made a controversial reply; but as Mr. Shaw, who, as he has subsequently related,1 was eventually persuaded by Wicksteed that he was wrong, would be the first to admit, the significance of his reply lay not so much in what it itself contained, but rather in the fact that it elicited further elucidations of Jevons.2 It is, perhaps, worth noting that Wicksteed's rejoinder contains one of the earliest recognitions of the relative nature of the concepts invoked by the utility theory of value."

While Donisthorpe's discussion of demand curves (i.e. schedules), supply, and price was interesting but hopelessly confused (e.g. he denied that an increased desire of consumers for a product would raise their demand for the product), he did present a remarkably clear foreshadowing of Philip Wicksteed's insight of four decades later that witholding the stock of a product by suppliers really amounts to the suppliers' 'reservation demand' for that product."
