"In his Opus Majus he demonstrates, that if a transparent body, interposed between the eye and an object, be convex towards the eye, the object will appear magnified. This observation our author certainly had from Alhazen... this writer [Bacon] gives us figures, representing the progress of rays of light through his spherical segment, as well as endeavours to give reasons why objects are magnified... From the writings of Alhazen and these observations and experiments of Bacon together, it is not improbable that some monks gradually hit upon the construction of spectacles, to which Bacon's lesser segment, not withstanding his mistake concerning it, was a nearer approach than Alhazen's... Whoever they were that pursued the discoveries of Bacon, they probably observed, that a very small convex glass, when held at a greater distance from a book, would magnify the letters more than when it was placed close to them, in which position only Bacon seemed to have used it. In the next place, they might try whether two of these small segments of a sphere placed together, or a glass convex on both sides, would not magnify more than one of them. They would then find, that two of these glasses, one for each eye, would answer the purpose of reading better than one; and lastly they might find, that different degrees of convexity, suited different persons. It is certain that spectacles were well known in the 13th century, and not long before. ...It would certainly have been a great satisfaction to us to have been able to trace the actual steps in the progress of this most useful invention, without which most persons who have a taste for reading must have had the melancholy prospect of passing a very dull and joyless old age; and must have been deprived of the pleasure of entertaining themselves by conversing with the absent and the dead, when they were no longer capable of acting their part among the living. "As the greatest things often take their rise from the smallest beginnings, so the worst things sometimes proceed from good intentions. This was certainly the case with respect to the origin of Christian Idolatry. All the early heresies arose from men who wished well to the gospel, and who meant to recommend it to the Heathens, and especially to philosophers among them, whose prejudices they found great difficulty in conquering. Now we learn from the writings of the apostles themselves, as well as from the testimony of later writers, that the circumstance at which mankind in general, and especially the more philosophical part of them, stumbled the most, was the doctrine of a crucified Saviour. They could not submit to become the disciples of a man who had been exposed upon a cross, like the vilest malefactor. Of this objection to Christianity we find traces in all the early writers, who wrote in defence of the gospel against the unbelievers of their age, to the time of Lactantius; and probably it may be found much later. He says, "I know that many fly from the truth out of their abhorrence of the cross." We, who only learn from history that crucifixion was a kind of death to which slaves and the vilest of malefactors were exposed, can but very imperfectly enter into their prejudices, so as to feel what they must have done with respect to it. … Though this circumstance was "unto the Jews a stumbling-block, and unto the Greeks foolishness," it was to others "the power of God and the wisdom of God." 1 Cor. i. 23, 24. For this circumstance at which they cavilled, was that in which the wisdom of God was most conspicuous; the death and resurrection of a man, in all respects like themselves, being better calculated to give other men an assurance of their own resurrection, than that of any super-angelic being, the laws of whose nature they might think to be very different from those of their own. But, "since by man came death, so by man came also the resurrection of the dead." Later Christians, however, and especially those who were themselves attached to the principles of either the Oriental or the Greek philosophy, unhappily took another method of removing this obstacle; and instead of explaining the wisdom of the divine dispensations in the appointment of a man, a person in all respects like unto his brethren, for the redemption of men, and of his dying in the most public and indisputable manner, as a foundation for the clearest proof of a real resurrection, and also of a painful and ignominious death, as an example to his followers who might be exposed to the same … they began to raise the dignity of the person of Christ, that it might appear less disgraceful to be ranked amongst his disciples."

"Few men have had to struggle for so many years with circumstances more straitened and precarious than my father; few men have ventured to attack so many or such inveterate prejudices respecting the prevalent religion of his country, or have advanced bolder or more important opinions in opposition to the courtly politics of the powers that be; few have had to encounter more able opponents in his literary career, or have been exposed to such incessant and vindictive obloquy, from men of every description, in return for his unremitting exertions in the cause of truth; yet none have more uniformly proceeded with a single eye, regardless of consequences, to act as his conviction impelled him, and his conscience dictated. His conduct brought with it its own reward, reputation, and respect, from the most eminent of his contemporaries, the affectionate attachment of most valuable friends, and a cheerfulness of disposition arising in part from conscious rectitude which no misfortunes could long repress. But to me it seems, that conscious rectitude alone would hardly of itself have been able to support him under some of the afflictions he was doomed to bear. He had a farther resource, to him never failing and invaluable, a firm persuasion of the benevolence of the Almighty towards all his creatures, and the conviction that every part of his own life, like every part of the whole system, was preordained for the best upon the whole of existence. Had he entertained the gloomy notions of Calvinism, in which he was brought up, this cheering source of contentment and resignation would probably have failed him, and irritation and despondency would have gained an unhappy ascendancy. But by him the deity was not regarded as an avenging tyrant, punishing, for the sake of punishing his weak and imperfect creatures, but as a wise and kind parent, inflicting those corrections only that are necessary to bring our dispositions to the proper temper, and to fit us for the highest state of happiness of which our natures are ultimately capable."

"Mussolini...hoped Herr Hitler would see his way to postpone action [against Czechoslovakia] which the Chancellor had told Sir Horace Wilson was to be taken at 2 p.m. to-day for at least 24 hours so as to allow Signor Mussolini time to re-examine the situation and endeavour to find a peaceful settlement. In response, Herr Hitler has agreed to postpone mobilisation for 24 hours. Whatever views hon. Members may have had about Signor Mussolini in the past, I believe that everyone will welcome his gesture of being willing to work with us for peace in Europe. That is not all. I have something further to say to the House yet. I have now been informed by Herr Hitler that he invites me to meet him at Munich to-morrow morning. He has also invited Signor Mussolini and M. Daladier. Signor Mussolini has accepted and I have no doubt M. Daladier will also accept. I need not say what my answer will be. [An HON. MEMBER: "Thank God for the Prime Minister!"] We are all patriots, and there can be no hon. Member of this House who did not feel his heart leap that the crisis has been once more postponed to give us once more an opportunity to try what reason and good will and discussion will do to settle a problem which is already within sight of settlement. Mr. Speaker, I cannot say any more. I am sure that the House will be ready to release me now to go and see what I can make of this last effort. Perhaps they may think it will be well, in view of this new development, that this Debate shall stand adjourned for a few days, when perhaps we may meet in happier circumstances."

"The debate over appeasement – the attempt by Britain and France to avoid war by making "reasonable" concessions to German and Italian grievances during the 1930s – is as enduring as it is contentious. Condemned, on the one hand, as a "moral and material disaster", responsible for the deadliest conflict in history, it has also been described as "a noble idea, rooted in Christianity, courage and common-sense". Between these two polarities lies a mass of nuance, sub-arguments and historical skirmishes. History is rarely clear-cut, and yet the so-called lessons of the period have been invoked by politicians and pundits, particularly in Britain and the United States, to justify a range of foreign interventions – in Korea, Suez, Cuba, Vietnam, the Falklands, Kosovo and Iraq (twice) – while, conversely, any attempt to reach an accord with a former antagonist is invariably compared with the infamous 1938 Munich Agreement. When I began researching this book, in the spring of 2016, the spectre of Neville Chamberlain was being invoked by American conservatives as part of their campaign against President Obama's nuclear deal with Iran, while today the concept of appeasement is gaining new currency as the West struggles to respond to Russian revanchism and aggression. A fresh consideration of this policy as it was originally conceived and executed feels, therefore, timely as well as justified."

"On May 28, 1937, after King George VI had been crowned, Mr. Baldwin retired. His long public services were suitably rewarded by an earldom and the Garter. He laid down the wide authority he had gathered and carefully maintained, but had used as little as possible. He departed in a glow of public gratitude and esteem. There was no doubt who his successor should be. Mr. Neville Chamberlain had, as Chancellor of the Exchequer, not only done the main work of the Government for five years past, but was the ablest and most forceful Minister, with high abilities and an historic name. I had described him a year earlier at Birmingham in Shakespeare's words as the "pack-horse in our great affairs," and he had accepted this description as compliment. I had no expectation that he would wish to work with me; nor would he have been wise to do so at the time. His ideals were far different from mine on the treatment of the dominant issues of the day. BUt I welcomed the accession to power of a live, competent, executive figure. While still Chancellor of the Exchequer he had involved himself in a fiscal proposal for a small-scale national defence contribution which had been ill-received by the Conservative Party and was, of course, criticised by the Opposition. I was able, in the first days of his Premiership, to make a speech upon this subject which helped him to withdraw, without any loss of dignity, from a position which had become untenable. Our relations contnued to be cool, easy and polite both in public and in private."

"What calibre of Conservatism Chamberlain would have sought to impose is open to conjecture, since he never properly had an opportunity to impose one. He was kept cramped in the wings for so long that he reached the centre stage only moments before the intermission. Yet there is a strong impression that he would have tried to impose something: his politics was a doctrine of action because that was the sphere where he knew himself to be at his best and because that was what he thought he was there to do. It is far from clear, on the other hand, in which direction he would have gone. His own introduction of tariffs in 1932, with suitable acknowledgement to "name and blood", had blocked one path. It may be that he would have extended the moderate collectivism towards which Conservatism, in its "national" guise, had been moving; certainly he took pains to rebut the charge that the National Government was a sterile administration. His view that British government in the 1930s was reformist may have been heartfelt for his achievement, as much as his propaganda, suggests that he pursued a measure of social reform as an end in itself. To that extent the European imbroglio to which Chamberlain was heir has masked the degree to which he was a radical democrat. He was closer to a compassionate understanding of "the people" than any other leader examined here. He understood the urban poor, as Baldwin did not, and he had the organizational equipment to direct those who agreed with him."

"[T]he Parliament of 1924–9 was a great constructive Parliament. It marked some of the greatest advances in social and administrative reforms that have ever been made. For these, Baldwin relied on Neville Chamberlain and on Churchill... [Chamberlain] moved firmly along a clearly marked course. He was associated, above all, with the Widows, Orphans and Old Age Pensions Act—one of the foundations of the modern Welfare State—and with the great reforms of local government... Neville Chamberlain in this Parliament, as in previous ones, proved himself a true successor to the reforming tradition of England. Some of his ideas went back to those of Disraeli; others to the unauthorised programme of his great father, Joseph Chamberlain. Others followed naturally on the work of social reform which made the Liberal Governments of 1906 onwards so outstanding. His heart was in all this work, which he thoroughly understood. But he did not wear his heart upon his sleeve; on the contrary, he kept it so closely buttoned up behind his formal morning-coat that he was not suspected of anything except a desire for efficiency. In fact, he was inspired by a deep sentiment and feeling for the poor and suffering. Neither the Opposition who disliked him, nor those of our party who admired him, could see behind the mask. Yet in this Parliament he stood out. If Baldwin was by nature indolent, Neville Chamberlain was the most hard-working of men. The troubles of later years should never be allowed to obscure the great achievements of this period."

"Chamberlain was not a favourite of the House, and he never obtained that attention from the Opposition which it is necessary for a leading Minister to secure. This was a defect partly of manner and partly of feeling. He had a certain intellectual contempt for people whose views he thought ridiculous; and most of the Labour Party he put into that category. But he was not able to conceal this, and his tone revealed a degree of sarcasm and even rudeness towards his opponents, which is contrary to the true House of Commons tradition, at least at the top. Hard blows can be taken and given in our Parliamentary system. They are not long remembered. But superciliousness and arrogance are much more wounding. Nevertheless, he was a commanding personality. His speeches were admirably prepared and argued. If his voice was rasping and often weak, his Parliamentary style was good. He marshalled facts and statistics with ease. His slim figure, conventionally dressed (he usually wore a tail coat and stiff wing-collar), his well-groomed appearance, his corvine physiognomy, his perfect self-control: all these made him an outstanding Parliamentarian. I can still see him standing at the box, erect and confident. But he was respected and feared, rather than loved, except by the few who were his intimates and knew the kindliness that lay behind his bleak exterior."

"We, like the the British and French, improvised and compromised, and these two words, I am convinced, are the patents of "too little and too late." All this is relevant to our present situation because once a nation or the leaders of a nation get into the habit of substituting palliatives for cures, once they refuse to face the facts and deal with them directly and courageously, their capacity for self-deception is unlimited. Neville Chamberlain was tragic proof of this point. When he came back from Munich, waving Adolf Hitler's signature on a no-war scrap of paper and announcing "peace in our time," he gradually convinced himself that what he wanted to believe was true, and so he became so convinced of it that on March 9, 1939, he sent a note up to the press gallery in the House of Commons telling the reporters that he would like to see them that afternoon at four o'clock. When the reporters arrived for this unexpected conference, they found him beaming, which was unusual. He said he had called this meeting because he was convinced at last that there was now real hope of a European settlement. He explained his feeling at full length and finished by talking not only of better Anglo-German relations but of European disarmament. Now, Neville Chamberlain may have been a misguided statesman, but he was an honest man, and while the Foreign Office was visibly astounded by his remarks, we sent them out to the world that same afternoon. Six days later, the German Army marched into Prague."

"Afterward Strang, like many in the Foreign Office, described Munich frankly as a “débâcle.” And there is no doubt that Chamberlain’s personal diplomacy looks profoundly amateurish by the standards of later summits. No psychological profiles of his opponent had been prepared; there was no sign of what would now be called “position papers” or “briefing books.” The prime minister kept professional diplomats at arm’s length, including his foreign secretary, and went to Berchtesgaden without even his own interpreter and record keeper. He did not think through his bottom line and tended to throw away bargaining chips without gaining anything in return. But Chamberlain’s basic problem was not one of method but of assumptions. He flew to Berchtesgaden because he feared that the fate of Europe was in the hands of a madman; he came back with the illusion that he was forging a personal relationship with Hitler and that this would bear fruit because, at root, the Führer was a man of his word. More dangerous still was the idealism (and hubris) of a politician who believed he could bring peace to Europe and, perhaps, the ambition of a marginalized younger son determined to outdo his father and his brother. But none of this would have mattered if Chamberlain and most of his colleagues had not convinced themselves that war over Czechoslovakia would mean the devastation of much of London. Not for the last time a British prime minister got it profoundly wrong about weapons of mass destruction."

"Being very efficient, Chamberlain had, as he said himself, "no capacity for looking on and seeing other people mismanaging things." Of his planning there is no better example than the programme that he made for the Cabinet in November 1924, for the reform of local government. It was a five-year plan to cover the whole field of health, housing, local taxation and rating, and to be carried out methodically by twenty-five Bills neatly spaced over each succeeding session of the five-year Parliament. No previous Minister of Health or President of the Local Government Board had ever contemplated so ambitious a task. Chamberlain not only convinced a doubtful Cabinet of its advantages, but passed the whole programme through Parliament in little more than four years. Without his remarkable grasp of detail, his achievement would have been impossible. From start to finish it involved an almost interminable series of administrative problems. The result was to display the remarkable talent for administration that had already made his reputation on the Birmingham City Council. The Ministry of Health and the Exchequer provided an unlimited opportunity for still further applying it. His critics sometimes thought that this grasp of detail made him undertake work that ought to have been left to his permanent staff. I am sure, however, that his reforms between 1924 and 1929 would never have been carried through if it had not been for his knowledge of detail and the use that he made of it."

"Appeasement did not mean surrender, nor was it a policy only to be used towards the dictators. To Chamberlain it meant the methodical removal of the principal causes of friction in the world. The policy seemed so reasonable that he could not believe even Hitler would repudiate it. Hitler at the time seemed genuinely anxious to live on good terms with the British Empire. He had obtained equality of status for his country, and needed a period of peace to consolidate his political power. When, therefore, at Munich, he signed the pledge of perpetual friendship with Great Britain, he appeared not only to be acting in good faith, but to be embarking on a policy equally advantageous to himself and Germany. These were the considerations that influenced him to think that the Führer was more likely to keep his word than to break it. Supposing, however, that Chamberlain was mistaken, for he never regarded his opinion as infallible, he felt that he could fall back on the re-insurance policy that he possessed in the programme of British rearmament. The ink, indeed, was scarcely dry on the agreement when...he met the Service Ministers and Chiefs of Staff and agreed with them on a series of measures for accelerating rearmament, particularly the air programme of Spitfires and Hurricanes. Although Hitler was enraged at this reaction, Chamberlain none the less persisted with his double programme of peace if possible, and arms for certain. If I described his mind in a sentence, I would say that at the time of Munich he was hopeful but by no means sure that Hitler would keep his word, but that after Prague he came to the conclusion that only a show of greater determination would prevent him from breaking it."

"The mistake that the Führer made was to think that Chamberlain had accepted the Munich terms from weakness. Whatever may be said to the contrary, Chamberlain did not agree because of our military unpreparedness. On the contrary, he sincerely believed that it was necessary in the general interests of world peace to let the Sudeten Germans unite with the Germans of the Reich. The fact that we were military weak took a secondary place in his mind. Extremely obstinate by nature, he would never have submitted to a threat or surrendered through fear. He was prepared to make an agreement only because he felt that it was definitely wrong to plunge Europe into war to maintain what, even in the negotiations of the Versailles Treaty, was regarded as a precarious and vulnerable compromise. When he was told that the loss of the Sudetenland would destroy the balance of power in Europe, his answer was that a balance that depended on Czechoslovakia was no longer reliable when the defences had been turned by Hitler's occupation of Austria. Perhaps he underrated the strength of Czech nationalism. Whilst his mind was insular to the extent that he thought that foreigners thought like us, it was cosmopolitan in its indifference to nationalist movements. It was only after the occupation of Prague that he saw that his detached reasonableness was insufficient to stop Hitler. The result was our guarantee to Poland, Greece, and Roumania, the introduction of conscription, and the intensification of rearmament."

I cannot help thinking that it will be more directed to what are called social subjects than has hitherto been the case.—How to promote the greater happiness of the masses of the people (hear, hear), how to increase their enjoyment of life (cheers), that is the problem of the future; and just as there are politicians who would occupy all the world and leave nothing for the ambition of anybody else, so we have their counterpart at home in the men who, having already annexed everything that is worth having, expect everybody else to be content with the crumbs that fall from their table. If you will go back to the origin of things you will find that when our social arrangements first began to shape themselves every man was born into the world with natural rights, with a right to a share in the great inheritance of the community, with a right to a part of the land of his birth. (Cheers.) But all these rights have passed away. The common rights of ownership have disappeared. Some of them have been sold; some of them have been given away by people who had no right to dispose of them; some of them have been lost through apathy and ignorance; some have been stolen by fraud (cheers); and some have been acquired by violence. Private ownership has taken the place of these communal rights, and this system has become so interwoven with our habits and usages, it has been so sanctioned by law and protected by custom, that it might be very difficult and perhaps impossible to reverse it. But then, I ask, what ransom will property pay for the security which it enjoys? What substitute will it find for the natural rights which have ceased to be recognized?"

"He is opposed to expansion of the Empire and to any expense, on the ground, as I understand, that we have enough to do at home. Now, suppose this view...had been put 50 or 100 years ago, and suppose it had been accepted by the Parliament of that day, I ask myself what would now be the position of this country, what would be the position of persons in the slums for whom my hon. Friend has so much sympathy and feeling? Does my hon. Friend believe, if it were not for the gigantic foreign trade that has been created by the policy of expansion, that we could subsist in this country in any kind of way—I do not say in luxury, but in the condition in which at present a great part of our population live? Does he think that, we could support 40,000,000 of people in these small islands? Is it not the fact that the great proportion of the 40,000,000 people of this country earns its livelihood by the trade brought to the country in consequence of the action of our ancestors 50 or 100 years ago who did not shrink from making sacrifices, and who were not ashamed...to peg our claims for posterity? We are the posterity who enjoy the result of that policy; and are we to be meaner and more selfish than those who preceded us? Are we to do nothing for those who come after us? Are we to sacrifice that which those who went before have gained for us? Why, if this idea of closing all the doors through which all new trade is to come to us is to be accepted by this House, we must adopt some means or other by which our population can be kept stationary. And I venture to say that when our ancestors pegged out claims for us, as they did in many parts of the world, they were not at the time more promising than the claims which are now under consideration."

If I have ever been in any doubt as to what answer you would give it has been removed by my experiences since I have been in South Africa. There is a small minority in the United Kingdom and elsewhere which is apt in great questions of policy to haggle about the cost. A conception of empire will not be gained if treated in a huckstering spirit. (Loud cheers.) The Empire is a great and priceless possession which we cannot weigh in the balances, putting so much empire against so much gold. My opinion is that the peoples of the Colonies will resent any imputation on their loyalty to this great ideal, and will feel no sacrifice too great to maintain their fundamental position. A Canadian statesman has said that the British are now one people, animated by one spirit, and that they shall in future stand shoulder to shoulder in support of their common interests and common rights. (Cheers.) That is the tone in which the matter should be treated. I call on all the colonies to sustain it to the end. If this be achieved I venture to predict that the British Empire, standing four-square to all the winds that blow, will carry down the distant ages these ideals of humanity, justice, and freedom on which they have been based."

"Lord Goschen tells you that France only takes 2 per cent. of its corn from abroad, that it is self-sufficient, and that Germany only takes 30 per cent., whereas, he says, we take four-fifths. That is not a comforting reflection...it is not a comforting reflection to think that we, a part of the British Empire that might be self-sufficient and self-contained, are, nevertheless, dependent, according to Lord Goschen, for four-fifths of our supplies upon foreign countries, any one of which, by shutting their doors upon us, might reduce us to a state of almost absolute starvation... [T]he working man has to fear the result of a shortage of supplies and of a consequent monopoly. If in time of war one of the great countries, Russia, Germany, France, or the United States of America, were to cut off its supply, it would infallibly raise the price according to the quantity which we received from that country. If there were no war, if in times of peace these countries wanted their corn for themselves, which they will do, or if there were bad harvests, which there may be in either of these cases, you will find the price of corn rising many times higher than any tax I have ever suggested. And there is only one remedy for it. There is only one remedy for a short supply. It is to increase your sources of supply. You must call in the new world, the Colonies, to redress the balance of the old. Call in the Colonies, and they will answer to your call with very little stimulus or encouragement. They will give you a supply which will be never failing and all sufficient."

Do you suppose that is not the same with countries as with armies? The struggle for life, the struggle for existence in future will not be between cities or even between kingdoms. It will be between mighty empires; and the minor States will come off badly if they are left to be crushed between the gigantic bulk of these higher organisations. Our opponents see this truth dimly, because when we come to talk of the prosperity of America and Germany they say, "Yes, that is natural. Are they not greater than us, are they not more numerous?" Then in a sort of despairing fatalism they seem to say, "What can our little England do but fall a victim to the inexorable decrees of fate?" I am not impressed by their pessimism. (Cheers.) I refuse to despair of my country. (Cheers.) Are we not also an empire? (Cries of "Yes.") Are we not as great in area and as great in population, greater in the variety of our products and opportunities than any empire that exists or that the world has ever seen? Yes; but our union is incomplete, and the question which to me is everything is "Will it attain to a higher organisation?" Will you take it in time (hear, hear), or will you wait, hoping for something to turn up which will preserve you from what you all see to be the natural consequences of such an invasion? ... [I]t is a fact that when these aliens come here they are answerable for a larger amount of crime and disease and hopeless poverty than are proportionate to their numbers. (Cheers.) They come here—I do not blame them, I am speaking of the results—they come here and change the whole character of a district. (Cheers.) The speech, the nationality of whole streets has been altered; and British workmen have been driven by the fierce competition of famished men from trades which they previously followed. (Cheers.)... If sweated goods are to be allowed in this country without restriction, why not the people who make them? Where is the difference? There is no difference either in the principle or in the results. "[Chamberlain delivered] two remarkable speeches in [1885], that at Glasgow on September 15, and that at Inverness three days later. I still remember, as though it were but yesterday, the thrill of pleasure which went through Radical Scotland when the first speech was delivered. Its bold audacity struck the imagination of the country. We waited with interest and at a high tension for the Inverness pronouncement. The earnest candour of the man who based his politics upon the fact that one in every thirty people in the country was on the parish, that one in every ten was on the border of starvation, as he had done in Glasgow, and was flaunting the classes with cavalier indifference whilst declaring that for the increase of the material resources of the poor there was "no hope whatever except in the radical revision of the laws which affect the tenure of land," touched the imagination of Radical Scotland... Mr. Chamberlain's speech at Inverness was therefore no ordinary pronouncement. People flocked to the town from far and near—and they were rewarded. Never was the crofter position better put. He reiterated his doctrines about land ownership. A volcano of fury shot up next morning from the Conservative press, but thousands of hearts were stirred for the coming contest by the joy that at last a man had appeared who really meant business."

"But at the time praise was showered on Chamberlain for brokering the deal. On his return from Locarno, he received a special welcome at Victoria Station and, in further similarity to Disraeli in 1878, was immediately made a Knight of the Garter. Prime Minister Stanley Baldwin praised him for resolving an issue that had “so far defied the efforts of every statesman since the war.” One of Baldwin’s predecessors, Lord Arthur Balfour, said that Chamberlain’s name would be “indissolubly associated” with this probable “turning point in civilisation.” A few months later Chamberlain was awarded the Nobel Peace Prize. For a politician who had grown up in the shadow of his famous father, “Radical Joe,” it was an intoxicating apotheosis. “I am astonished and a little frightened by the completeness of my success and by its immediate recognition everywhere,” Chamberlain told his sister On October 22, 1925, he dined alone with his younger half-brother Neville, who noted in his diary that Austen "talked almost without stopping from 8 till 11.00 on Locarno. Very naturally, perhaps, the rest of the world does not exist for him . . . Looking back he felt that no mistake had been made from beginning to end." Neville found it hard to conceal his envy at Austen’s success. Nor, as we shall see, did he forget it."

"More than a third part of a century ago, in the library of an ancient town, a youth might have been seen tasting the sweets of knowledge to see how he liked them. He was of somewhat unprepossessing appearance, carrying on his brow the heavy scowl that the "mostly-fools" consider to mark a scoundrel. In his father's house were not many books, so it was like a journey into strange lands to go book-tasting. Some books were poison; theology and metaphysics in particular they were shut up with a bang. But scientific works were better; there was some sense in seeking the laws of God by observation and experiment, and by reasoning founded thereon. Some very big books bearing stupendous names, such as Newton, Laplace, and so on, attracted his attention. On examination, he concluded that he could understand them if he tried, though the limited capacity of his head made their study undesirable. But what was Quaternions? An extraordinary name! Three books; two very big volumes called Elements, and a smaller fat one called Lectures. What could quaternions be? He took those books home and tried to find out. He succeeded after some trouble, but found some of the properties of vectors professedly proved were wholly incomprehensible. How could the square of a vector be negative? And Hamilton was so positive about it. After the deepest research, the youth gave it up, and returned the books. He then died, and was never seen again. He had begun the study of Quaternions too soon."

"It is true also that Marx elsewhere virtually defines value so as to make it essentially dependent upon human labour (p. 81 [43a]). But for all that his analysis is based on the bare fact of exchangeability. This fact alone establishes Verschiedenkeit and Ghichheit, heterogeneity and homogeneity. Any two things which normally exchange for each other, whether products of labour or not, whether they have, or have not, what we choose to call value, must have that "common something" in virtue of which things exchange and can be equated with each other; and all legitimate inferences as to wares which are drawn from the bare fact of exchange must be equally legitimate when applied to other exchangeable things. Now the "common something," which all exchangeable things contain, is neither more nor less than abstract utility, i.e. power of satisfying human desires. The exchanged articles differ from each other in the specific desires which they satisfy, they resemble each other in the degree of satisfaction which they confer. The Verschiedenheit is qualitative, the Gleichheit is quantitative.It cannot be urged that there is no common measure to which we can reduce the satisfaction derived from such different articles as Bibles and brandy, for instance (to take an illustration suggested by Marx), for as a matter of fact we are all of us making such reductions every day. If I am willing to give the same sum of money for a family Bible and for a dozen of brandy, it is because I have reduced the respective satisfactions their possession will afford me to a common measure, and have found them equivalent. In economic phrase, the two things have equal abstract utility for me. In popular (and highly significant) phrase, each of the two things is worth as much to me as the other.Marx is, therefore, wrong in saying that when we pass from that in which the exchangeable wares differ (value in use) to that in which they are identical (value in exchange), we must put their utility out of consideration, leaving only jellies of abstract labour. What we really have to do is to put out of consideration the concrete and specific qualitative utilities in which they differ, leaving only the abstract and general quantitative utility in which they are identical.This formula applies to all exchangeable commodities, whether producible in indefinite quantities, like family Bibles and brandy, or strictly limited in quantity, like the "Raphaels," one of which has just been purchased for the nation. The equation which always holds in the case of a normal exchange is an equation not of labour, but of abstract utility, significantly called worth. … A coat is made specifically useful by the tailor's work, but it is specifically useful (has a value in use) because it protects us. In the same way, it is made valuable by abstractly useful work, but it is valuable because it has abstract utility."

"Social reformers and legislators will never be economists, and they will always work on economic theory of one kind or another. They will quote and apply such dicta as they can assimilate, and such acknowledged principles as seem to serve their turn. Let us suppose there were a recognised body of economic doctrine the truth and relevancy of which perpetually revealed itself to all who looked below the surface, which taught men what to expect and how to analyse their experience; which insisted at every turn on the illuminating relation between our conduct in life and our conduct in business; which drove the analysis of our daily administration of our individual resources deeper, and thereby dissipated the mist that hangs about our economic relations, and concentrated attention upon the uniting and all-penetrating principles of our study. Economics might even then be no more than a feeble barrier against passion, and might afford but a feeble light to guide honest enthusiasm, but it would exert a steady and a cumulative pressure, making for the truth. While the experts worked on severer methods than ever, popularisers would be found to drive homely illustrations and analogies into the general consciousness; and the roughly understood dicta bandied about in the name of Political Economy would at any rate stand in some relation to truth and to experience, instead of being, as they too often are at present, a mere armoury of consecrated paradoxes that cannot be understood because they are not true, that every one uses as weapons while no one grasps them as principles."

"Somehow the discussion got around to Gary Becker, and I opined that Gary was also quite a good economist. However, Cordemí began to shake his head in a doleful manner, and I sensed, first, that he did not approve of Becker and, second, that I was losing his respect because of my own good opinion of Becker. Then Cordemí said that Becker’s problem was his lack of originality. This was really a surprise—many people object to Gary because he is outrageous, not because he is unoriginal. Then Cordemí dropped his bombshell: all of Becker’s ideas are in Philip Wicksteed’s book, The Common Sense of Political Economy.After this revelation, I was pretty eager to get home to consult my copy of The Common Sense, which I owned but had not studied. When I read the book, I discovered quickly what Cordemí was referring to. Wicksteed urged his fellow economists to apply economics broadly to a variety of social interactions, not just to usual business matters. However, as far as I could tell, he had not gone anywhere with this idea. Therefore, Gary’s originality seemed to be intact. Nevertheless, I filed away this incident and figured I could use it against Gary at some future time.[…] I figured that I needed to create something of a psychological edge, and I arranged for my younger son, Josh (then eight years old), to be on the tennis court prior to the big match. He was set up to be reading the Common Sense of Political Economy. I figured that Gary would ask Josh what he was reading, and I told Josh to report the author and title and then say, “I understand that you got all your ideas from this fellow.”[…] Gary quickly responded, “Oh, yes, I copied all his work.”"

"Wicksteed's first contribution to theoretical Economics was an application of the Jevonian analysis to the criticism of the Marxian theory of value—an article on Das Kapital which appeared in the socialist journal, To-Day, in October, 1884. The article is not merely a criticism; it is an independent exposition of the new theory which carries it further forward and, on more than one point, adds important new corollaries, The Labour Theory is shown to be false. The cases which it appears to explain are explained more convincingly as special instances of a more comprehensive theory. … It was the first scientific criticism of Marx's theory—written years before Böhm-Bawerk's or Pareto's—and in some respects it remains the most decisive. The argument is developed with the ease and certainty of a man who is completely sure of himself, not because of any self-deception or premature synthesis, but because he has mastered the essential material. Mr. George Bernard Shaw, at that time a Marxian Socialist, made a controversial reply; but as Mr. Shaw, who, as he has subsequently related,1 was eventually persuaded by Wicksteed that he was wrong, would be the first to admit, the significance of his reply lay not so much in what it itself contained, but rather in the fact that it elicited further elucidations of Jevons.2 It is, perhaps, worth noting that Wicksteed's rejoinder contains one of the earliest recognitions of the relative nature of the concepts invoked by the utility theory of value."
