"I find myself just a little annoyed at the tendency of all of us to adopt certain clichés about decentralization and then glibly announce that we're for it. I have been somewhat amused at some of my colleagues who are most vocal in expounding the virtues of decentralization and yet quite unconsciously are apt to be busily engaged in developing their own personal control over activities for which they are responsible."

Citizens have a right to express themselves without the danger of severe punishment on political matters broadly defined, including criticism of officials, the government, the regime, the socioeconomic order. and the prevailing ideology. 6. Alternative information. Citizens have a right to seek out alternative sources of information. Moreover, alternative sources of information exist and are protected by laws. 7. Associational autonomy. To achieve their various rights, including those listed above, citizens also have a right to form relatively independent associations or organizations, including independent political parties and interest groups."

"Polyarchy is a political order distinguished at the most general level by two broad characteristics: Citizenship is extended to a relatively high proportion of adults, and the rights of citizenship include the opportunity to oppose and vote out the highest officials in the government. The first characteristic distinguishes polyarchy from more exclusive systems of rule in which, though opposition is permitted, governments and their legal oppositions are restricted to a small group, as was the case in Britain, Belgium, Italy, and other countries before mass suffrage. The second characteristic distinguishes polyarchy from regimes in which, though most adults are citizens, citizenship does not include the right to oppose and vote out the government, as in modern authoritarian regimes."

"The change of scale and its consequences—representative government, greater diversity, the increase in cleavages and conflicts—helped to bring about the development of a set of political institutions that, taken together, distinguish modern representative democracy from all other political systems, whether nondemocratic regimes or earlier democratic systems. This kind of political system has been called polyarchy, a term that I use frequently. Polyarchy can be understood in several ways: as a historical outcome of efforts to democratize and liberalize the political institutions of nation states; as a distinctive type of political order or regime different in important ways not only from nondemocratic systems of all kinds but also from earlier small-scale democracies; as a system à la Schumpeter) of political control in which the highest officials in the government of the state are induced to modify their conduct so as to win elections in political competition with other candidates, parties, and groups; as a system of political rights (discussed earlier in chapter 11); or as a set of institutions necessary to the democratic process on a large scale."

"Polyarchy was a term that I think had been developed in the eighteenth century, as you know from the Greek meaning “many rulers” (poly; archon). I came to the conclusion early on that we should not keep trying to use the word democracy in both its ideal and in its realistic sense, particularly given the actual democracies that had evolved, with representation and the growth of political parties and a whole new species, a whole new different kind of political system. We needed, then, to modify our language, so that we could describe democracy as an ideal, using the term democracy there, but we needed a term—it never actually became a household term, but we needed a term that described actual eighteenth-, nineteenth-, twentieth-century democracies. As I say, it didn’t become the term, and I do think it’s still confusing that the term applies to both, but I think we’re a little bit more comfortable now, perhaps, than we were in making sure which it is that we’re talking about, and when we use the word democracy, whether we’re talking about smallscale democracy, large-scale democracy, polyarchy as I would call it, multi-party democracy, a whole, much more diverse, much more complex..."

He must blood his hounds and show them sport, or else, like Actaeon of old, be devoured by them. All-strong without, he is all-weak within. As Byron wrote a hundred years ago: “These Pagod things of Sabre sway, with fronts of brass and feet of clay.”"

"No one must, however, underrate the power and efficiency of a totalitarian state. Where the whole population of a great country, amiable, good-hearted, peace-loving people are gripped by the neck and by the hair by a Communist or a Nazi tyranny – for they are the same things spelt in different ways – the rulers for the time being can exercise a power for the purposes of war and external domination before which the ordinary free parliamentary societies are at a grievous practical disadvantage. "My awareness of postwar foreign policy really began with this announcement of the Truman Doctrine in the spring of 1947, my junior year of high school. Truman proposed U.S. readiness to support “free peoples” anywhere from the imposition of “totalitarian regimes,” a phrase he used four times in his speech. The phrase conveyed an essential equivalence between Communism and Nazism, and between Stalin and Hitler. It implied that the challenge we faced in World War II had not really ended in 1945. As a child of that war, and trusting Western leadership, I accepted that definition of the challenge and at sixteen, too young to have taken part in the earlier campaign, I was ready to rise to it. As I followed the news in subsequent years about the Communist coup in Czechoslovakia in 1948, the Berlin blockade later that spring, the Stalinist regimes and political trials in Russia and Eastern Europe, and later the North Korean attack, I came gradually to accept all the Cold War premises and attitudes."

"Looking back, the key premise was the equation of Stalin and his successors to Hitler. This was first of all in their internal totalitarian controls and ruthless repression of dissent, where the analogy (especially under Stalin) was valid. I’ve never lost my well-founded abhorrence of the domestic tyranny of Stalinist-style regimes—whether in the Soviet Union and Eastern Europe, China, North Korea, Vietnam, or Cuba. Moreover, the equation of Communist regimes with Hitler ruled out any attempt at meaningful negotiations for the resolution of conflicts or arms control. Nothing other than full military preparedness for imminent warfare could influence or “contain” the Soviet threat to the “free world.”"

"More than a half a century ago, I was privileged to take the last course Hans J. Morgenthau taught at the . Among the many wise things he said that have remained with me in the years since was his relating of an anecdote about the difference between democracy, authoritarianism and totalitarianism. Morgenthau said that there were of course many differences but he insisted that the key one was this: in a democratic political system, everything not prohibited is permitted; in an authoritarian regime, everything that [is] not permitted is prohibited; and in a totalitarian one, everything permitted is compulsory."

"Totalitarianism … does not so much promise an age of faith as an age of schizophrenia. It can never permit either the truthful recording of facts or the emotional sincerity that literary creation demands. Wherever there is an enforced orthodoxy — or even two orthodoxies, as often happens — good writing stops. This was well illustrated by the Spanish civil war. There were only two things that you were allowed to say, and both of them were palpable lies: as a result, the war produced acres of print but almost nothing worth reading."
