"This is the heart of the Israeli consensus. This is an area in which Jews lived up until 1948. They were expelled after a great massacre took place there. The sons of the very people who lived on these very hills came back and rebuilt these communities. There's a very broad Israeli consensus about this and in fact what we are doing in Efrat, we are effectively building in the most prudent and the most careful and I think in the most responsible way. We are not going a hill too far, two hills, a kilometre, two kilometres away, in some kind of land-grab. What we are doing is simply continuing the construction as the community gets larger, it's people have children. As the number of families increase, we facilitate the construction close to the last construction that was already standing."
