Events in Chile posed the dilemma most clearly. A successful military coup had finally taken place in Santiago in September, 1973. Direct C.I.A. complicity was never established, but Nixon and Kissinger openly welcomed the outcome and sought to cooperate with the new Chilean leader. By the time the C.I.A. investigations got under way in 1975, however, Pinochet's government had imprisoned, tortured, and executed thousands of Allende supportersâsome of them American citizens. Chile, for many years a democracy, now had one of the most repressive dictatorships Latin America had ever seen. What the United States did in Chile differed little from what it had done, two decades earlier, in Iran and Guatemala. But the 1970s were not the 1950s: once the information got out that the Nixon administration had tried to keep Allende from the office to which he had been elected and had sought to remove him once there, "plausible denial" became impossible. That made questions about responsibility unavoidable. Could Allende have remained in power if there had been no American campaign against him? Would he have retained democratic procedures had he done so? Should the United States have refrained, to the extent that it did, from condemning Pinochet's abuses? Had it made a greater effort, might it have stopped them? There are, even today, no clear answers: Washington's role in Chile's horrors remains a hotly contested issue among both historians of these events and participants in them. What was clear at the time, though, was that the C.I.A.'s license to operate without constraints had produced actions in Chile that, by its own admission, failed the "daylight" test. They could not be justified when exposed to public view."

"People born during and directly after World War II grew up in a world transformed by horror, and this made them see the world in a completely different way. It made them fearful of both blocs. This was one of the reasons European, Latin American, African, and Asian youth were so quick and so resolute in their condemnation of U.S. military action in Vietnam. By and large, theirs was not a support of communists, but a distaste for either bloc imposing its power. To American youth, the execution of the Rosenbergs, the lives ruined by Senator Joseph McCarthyâs hearings, taught them to distrust the U.S. government."

"Like the nuclear war that never came, the revival and eventual triumph of democratic capitalism was a surprising development that few people on either side of the ideological divide in 1945 would have foreseen. Circumstances during the first half of the 20th century had provided physical strength and political authority to dictatorships. Why should the second half have been different? The reasons had less to do with any fundamental shift in the means of production, as a Marxist historian might have argued, than with a striking shift in the attitude of the United States toward the international system. "Western societies have been fortunate in the last decades; since the end of the Second World War they have not experienced war first-hand. True, Western countries have sent military to fight around the world, in Asia, in the Korean or Vietnam Wars or in Afghanistan, in parts of the Middle East or in Africa, but only a very small minority of people living in the West have been touched directly by those conflicts. Millions in those regions of course have had very different experiences and there has been no year since 1945 when there has not been fighting in one part of the world or another. We in the West, so we complacently assume, are more peaceable. Writers such as the evolutionary psychologist Steven Pinker have popularised the view that Western societies have become less violent over the past two centuries and that the world as a whole has seen a decline in deaths from war. So while we formally mourn the dead from our past wars once a year, we increasingly see war as something that happens when peace â the normal state of affairs â breaks down. At the same time we can indulge a fascination with great military heroes and their battles of the past; we admire stories of courage and daring exploits in war; the shelves of bookshops and libraries are packed with military histories; and movie and television producers know that war is always a popular subject. The public never seems to tire of Napoleon and his campaigns, Dunkirk, D-Day or the fantasies of Star Wars or The Lord of the Rings. We enjoy them in part because they are at a safe distance; we are confident that we ourselves will never have to take part in war."
"Did it have to come to this? The paradox is that when Europe was less united, it was in many ways more independent. The leaders who ruled in the early stages of integration had all been formed in a world before the global hegemony of the United States, when the major European states were themselves imperial powers, whose foreign policies were self-determined. The new economic doctrines cast doubt on the state as a political agent, and the new leaders had never known anything except the Pax Americana. The traditional springs of autonomy were gone."

Finance capital, in other words, does not voluntarily make concessions even when such concessions are seen by major pro-capitalist thinkers as being essential for the preservation of the system itself."
"And it took the experience of yet more illiberal regimes and failed democraciesâby 1941, there were just eleven democracies left amidst the carnage of the Second World Warâbefore the commitment to combining liberal values and the institutions of democratic equality was reaffirmed amid the âgeneral political fatigueâ of the postwar moment. A more consistent set of liberal democratic political institutions locked into place across the Western countries after 1945, binding them more closely together as it did so. But it nonetheless provided an unprecedented degree of political stability and economic progress that left its mark in âthe institutions and the manners,â as Tocqueville put it, of the Western nations. The gap between rich and poor narrowed and for many there was a sense that the Western worldâs political compass was pointing in the right direction. People felt they knew where they stood and that they had a good chance of getting to where they wanted to be. This is not at all what many now think of when they think about democracy today. For all its achievements, the modern democratic state has been hollowed out. The markets upon which the delivery of political outcomes has come to rely are volatile and encourage short-term thinking. Today's citizens are garlanded with an extended panoply of political rights, yet they routinely lack the social protections once taken for granted by their elders. The people grow resentful of the political elite's detachment, while the public domain through which democratic voice is exercised has been parceled out to the highest bidder. A thinly scraped notion of liberty has gained the upper hand over equality. Something has changed, in short, and in the turmoil of the present it may be changing again."

My emotions Saturday night on the thought of an unnecessary missile trade made that as clear as could be, not least to myself. But to be willing to take an estimated 10 percent chance of nuclear war?! ⌠In order to avoid a public trade of the Turkish missiles? Who were these people I was working for? Were they all insane?"

That is despite the fact, as I have come to believe, that both leaders, Khrushchev and Kennedy, were determined to avoid armed conflictâthat both, in fact, were prepared to settle on the otherâs terms, if necessary, rather than go to war. And yet they each hoped, by threatening war, to achieve a better bargain. For the sake of a better deal they both were willing to postpone by hours or days the settlement that each was willing to make. And meanwhile, during those hours, their subordinates (unaware that they were supporting a pure bluff in a game of bargaining) were taking military actions that could unleash an unstoppable train of events, ultimately pulling the trigger on a Doomsday Machine."

Kennedy thought the chance of escalation to war was "between 1 in 3 and even," and what we have learned in later decades has done nothing to lengthen those odds. We now know, for example, that in addition to nuclear-armed ballistic missiles, the Soviet Union had deployed 100 tactical nuclear weapons to Cuba, and the local Soviet commander there could have launched these weapons without additional codes or commands from Moscow. The US air strike and invasion that were scheduled for the third week of the confrontation would likely have triggered a nuclear response against American ships and troops, and perhaps even Miami. The resulting war might have led to the deaths of 100 million Americans and over 100 million Russians."

"Just what Khrushchev intended to do with his Cuban missiles is, even now, unclear: it was characteristic of him not to think things through. He could hardly have expected Americans not to respond, since he had sent the missiles secretly while lying to Kennedy about his intentions to do so. He might have meant the intermediate-range missiles solely for deterrence, but he also dispatched short-range missiles equipped with nuclear warheads that could only have been used to repel a landing by American troopsâwho would not have known that these weapons awaited them. Nor had Khrushchev placed his nuclear weapons under tight control: local commanders could in response to an invasion, have authorized their use. The best explanation, in the end, is that Khrushchev allowed his ideological romanticism to overrun whatever capacity he had for strategic analysis. He was so emotionally committed to the Castro revolution that he risked his own revolution, his country, and possibly the world on its behalf. "Nikita loved Cuba very much, Castro himself later acknowledged. âHe had a weakness for Cuba, you might sayâemotionally, and so onâbecause he was a man of political conviction.â But so too, of course, were Lenin and Stalin, whho rarely allowed their emotions to determine their revolutionary priorities. Khrushchev wielded a far greater capacity for destruction than they ever did, but he behaved with far less responsibility. He was like a petulant child playing with a loaded gun."

"The most important departure from determinism during the Cold War had to do, obviously, with hot wars. Prior to 1945, great powers fought great wars so frequently that they seemed to be permanent features of the international landscape: Lenin even relied on them to provide the mechanism by which capitalism would self-destruct. After 1945, however, wars were limited to those between superpowers and smaller powers, as in Korea, Vietnam, and Afghanistan, or to wars among smaller powers like the four Israel and its Arab neighbors fought between 1948 and 1973, or the three India-Pakistan wars of 1947-48, 1965, and 1971, or the long, bloody, and indecisive struggle that consumed Iran and Iraq throughout the 1980s."
"The tension between these conflicting aims is perhaps particularly acute in the late twentieth century because of the publicity given to the existence of various alternative âmodelsâ for emulation. On the one hand, there are the extremely successful âtrading statesââchiefly in Asia, like Japan and Hong Kong, but also including Switzerland, Sweden, and Austriaâwhich have taken advantage of the great growth in world production and in commercial interdependence since 1945, and whose external policy emphasizes peaceful, trading relations with other societies. In consequence, they have all sought to keep defense spending as low as is compatible with the preservation of national sovereignty, thereby freeing resources for high domestic consumption and capital investment. On the other hand, there are the various âmilitarizedâ economiesâVietnam in Southeast Asia, Iran and Iraq as they engage in their lengthy war, Israel and its jealous neighbors in the Near East, and the USSR itselfâall of which allocate more (in some cases, much more) than 10 percent of their GNP to defense expenditures each year and, while firmly believing that such levels of spending are necessary to guarantee military security, manifestly suffer from that diversion of resources from productive, peaceful ends. Between the two poles of the merchant and the warrior states, so to speak, there lie most of the rest of the nations of this planet, not convinced that the world is a safe enough place to allow them to reduce arms expenditure to Japanâs unusually low level, but also generally uneasy at the high economic and social costs of large-scale spending upon armaments, and aware that there is a certain trade-off between short-term military security and long-term economic security."
"Europe came to the forefront in the early 1980s in part because the opportunistic and unsuccessful attack of Saddam Hussein of Iraq on Iran in 1980 began a major war that lasted until 1988. This conflict continued after the Iraqi forces were driven out of Iran in 1982. The decision was taken by the Iranians to invade Iraq in an attempt to overthrow Saddam Hussein. This commitment ensured that Iran seemed a far less serious threat to Americaâs allies in the Gulf, especially Saudi Arabia. During the war, the West provided indirect support to Iraq, not least by sending warships to protect tanker traffic in the Gulf from Iranian attack. This deployment led to clashes between American and Iranian forces, clashes in which the latter were defeated. Although largely armed by the Soviet Union, Iraq was also provided with Western weaponry. However, in contrast to the situation from 1990, South-West Asia in the 1980s required only a relatively modest outlay of American resources, which ensured that attention could be devoted elsewhere."
