"As had been the case during Nixon's last years in office, the nation again faced the question of whether the United States should, or even could, maintain separate standards in fighting the Cold War from what it was prepared to accept at home. Events in Chile posed the dilemma most clearly. A successful military coup had finally taken place in Santiago in September, 1973. It left Allende dead—probably by suicide—and a reliably anti-communist government in power headed by General Augusto Pinochet. Direct C.I.A. complicity was never established, but Nixon and Kissinger openly welcomed the outcome and sought to cooperate with the new Chilean leader. By the time the C.I.A. investigations got under way in 1975, however, Pinochet's government had imprisoned, tortured, and executed thousands of Allende supporters—some of them American citizens. Chile, for many years a democracy, now had one of the most repressive dictatorships Latin America had ever seen. What the United States did in Chile differed little from what it had done, two decades earlier, in Iran and Guatemala. But the 1970s were not the 1950s: once the information got out that the Nixon administration had tried to keep Allende from the office to which he had been elected and had sought to remove him once there, "plausible denial" became impossible. That made questions about responsibility unavoidable. Could Allende have remained in power if there had been no American campaign against him? Would he have retained democratic procedures had he done so? Should the United States have refrained, to the extent that it did, from condemning Pinochet's abuses? Had it made a greater effort, might it have stopped them? There are, even today, no clear answers: Washington's role in Chile's horrors remains a hotly contested issue among both historians of these events and participants in them. What was clear at the time, though, was that the C.I.A.'s license to operate without constraints had produced actions in Chile that, by its own admission, failed the "daylight" test. They could not be justified when exposed to public view."

"People born during and directly after World War II grew up in a world transformed by horror, and this made them see the world in a completely different way. The great lesson of Nazi genocide for the postwar generation was that everyone has an obligation to speak up in the face of wrong and that any excuse for silence will, in the merciless hindsight of history, appear as pathetic and culpable as the Germans in the war crimes trials, pleading that they were obeying orders. Americans and Europeans, both Eastern and Western, grew up with the knowledge that the United States, which was continuing to build bigger and better bombs, was the only country that had ever actually used one. And it talked about doing it again, all the time—in Korea, in Cuba, in Vietnam. The children born in the 1940s in both superpower blocs grew up practicing covering themselves up in the face of nuclear attack. Savio recalled being ordered under his desk at school: “I ultimately took degrees in physics so even then I asked myself questions like ‘Will this actually do the job?’ ” Growing up during the cold war had the same effect on most of the children of the world. It made them fearful of both blocs. This was one of the reasons European, Latin American, African, and Asian youth were so quick and so resolute in their condemnation of U.S. military action in Vietnam. By and large, theirs was not a support of communists, but a distaste for either bloc imposing its power. To American youth, the execution of the Rosenbergs, the lives ruined by Senator Joseph McCarthy’s hearings, taught them to distrust the U.S. government."

"Like the nuclear war that never came, the revival and eventual triumph of democratic capitalism was a surprising development that few people on either side of the ideological divide in 1945 would have foreseen. Circumstances during the first half of the 20th century had provided physical strength and political authority to dictatorships. Why should the second half have been different? The reasons had less to do with any fundamental shift in the means of production, as a Marxist historian might have argued, than with a striking shift in the attitude of the United States toward the international system. Despite having built the world's most powerful and diversified economy, Americans had shown remarkably little interest, prior to 1941, in how the rest of the world was governed. Repressive regimes elsewhere might be regrettable, but they could hardly harm the United States. Even involvement in World War I had failed to alter this attitude, as Wilson discovered to his embarrassment and chagrin. What did change it, immediately and irrevocably, was the Japanese attack on Pearl Harbor. That event shattered the illusion that distance ensured safety: that it did not matter who ran what on the other side of the ocean. The nation's security was now at risk, and because future aggressors with air and naval power could well follow the Japanese example, the problem was not likely to go away. There was little choice, then, but for the United States to assume global responsibilities. Those required winning the war against Japan and Germany—Hitler having declared war on the United States four days after Pearl Harbor—but they also meant planning a postwar world in which democracy and capitalism would be secure."

"Western societies have been fortunate in the last decades; since the end of the Second World War they have not experienced war first-hand. True, Western countries have sent military to fight around the world, in Asia, in the Korean or Vietnam Wars or in Afghanistan, in parts of the Middle East or in Africa, but only a very small minority of people living in the West have been touched directly by those conflicts. Millions in those regions of course have had very different experiences and there has been no year since 1945 when there has not been fighting in one part of the world or another. For those of us who have enjoyed what is often called the Long Peace it is all too easy to see war as something that others do, perhaps because they are at a different stage of development. We in the West, so we complacently assume, are more peaceable. Writers such as the evolutionary psychologist Steven Pinker have popularised the view that Western societies have become less violent over the past two centuries and that the world as a whole has seen a decline in deaths from war. So while we formally mourn the dead from our past wars once a year, we increasingly see war as something that happens when peace – the normal state of affairs – breaks down. At the same time we can indulge a fascination with great military heroes and their battles of the past; we admire stories of courage and daring exploits in war; the shelves of bookshops and libraries are packed with military histories; and movie and television producers know that war is always a popular subject. The public never seems to tire of Napoleon and his campaigns, Dunkirk, D-Day or the fantasies of Star Wars or The Lord of the Rings. We enjoy them in part because they are at a safe distance; we are confident that we ourselves will never have to take part in war."

"And it took the experience of yet more illiberal regimes and failed democracies—by 1941, there were just eleven democracies left amidst the carnage of the Second World War—before the commitment to combining liberal values and the institutions of democratic equality was reaffirmed amid the “general political fatigue” of the postwar moment. A more consistent set of liberal democratic political institutions locked into place across the Western countries after 1945, binding them more closely together as it did so. These same countries exceeded even their prewar trajectory of industrialization and they now bureaucratized as well. The resulting era of prosperity—“the Golden Age,” les trente glorieuses, the wirtschaftswunder, the miracolo economico: most countries had a term for it—was always more golden for some than it was forever. It also unfolded in the shadow of the struggle between capitalism and the communist world: indeed, it was significantly shaped by that struggle. But it nonetheless provided an unprecedented degree of political stability and economic progress that left its mark in “the institutions and the manners,” as Tocqueville put it, of the Western nations. The gap between rich and poor narrowed and for many there was a sense that the Western world’s political compass was pointing in the right direction. People felt they knew where they stood and that they had a good chance of getting to where they wanted to be. This is not at all what many now think of when they think about democracy today. For all its achievements, the modern democratic state has been hollowed out. The markets upon which the delivery of political outcomes has come to rely are volatile and encourage short-term thinking. Today's citizens are garlanded with an extended panoply of political rights, yet they routinely lack the social protections once taken for granted by their elders. The people grow resentful of the political elite's detachment, while the public domain through which democratic voice is exercised has been parceled out to the highest bidder. A thinly scraped notion of liberty has gained the upper hand over equality. Something has changed, in short, and in the turmoil of the present it may be changing again."

"What we had been doing, on recommendations of the What we had been doing, on recommendations of the ExComm, included the following: the blockade itself, at the risk of armed conflict with Soviet warships; forcing Soviet submarines to surface; high-level and low-level reconnaissance flights over Cuba; a large-scale airborne alert with significant risk of accidents involving nuclear weapons; continuing reconnaissance, even after several planes were fired on and one shot down on Saturday; and full preparations (if they were wholly a bluff, they fooled us) for invasion and airstrike. With the exception of the dangerous airborne alert, every one of those actions was illegal under international law, a violation of the U.N. Charter (unless as an act of war sanctioned by the U.N. "Later, Robert McNamara would reveal something of his state of mind on October 27, “the Saturday before the Sunday in which Khrushchev announced withdrawal of the missiles … and a U-2 was shot down … I remember leaving the White House at the end of that Saturday. It was a beautiful fall day. And thinking that might well be the last sunset I saw. You couldn’t tell what was going to follow.” Could I have been that far off in my own belief that nuclear war was extremely unlikely? Could they have been right? The answer to both is yes—though for different reasons than most of them supposed. The fact is that on Saturday, October 27, 1962, a chain of events was in motion that might have come close to ending civilization. How close? A handbreadth. That is despite the fact, as I have come to believe, that both leaders, Khrushchev and Kennedy, were determined to avoid armed conflict—that both, in fact, were prepared to settle on the other’s terms, if necessary, rather than go to war. And yet they each hoped, by threatening war, to achieve a better bargain. For the sake of a better deal they both were willing to postpone by hours or days the settlement that each was willing to make. And meanwhile, during those hours, their subordinates (unaware that they were supporting a pure bluff in a game of bargaining) were taking military actions that could unleash an unstoppable train of events, ultimately pulling the trigger on a Doomsday Machine."

"Khrushchev had backed off; he had not only accepted the blockade but also removed his missiles, under threat of attack and without any compensating concession by JFK (except what I and most Americans assumed to be a meaningless promise not to invade Cuba). Harry Rowen had shared my confidence that the chance of nuclear war erupting from this confrontation was extremely low. I presumed President Kennedy and his lieutenants on the ExComm shared that confidence as well. Indeed, my notes reveal that sometime during that second week of the crisis, Harry had remarked to me, “I think the Executive Committee puts the chance of nuclear war very low, though they still may overestimate it by ten times. They may put it at one in a hundred.” He himself, he told me, would have said the odds were “one in a thousand.” But the day after the crisis ended, on Monday, October 29, he informed me that his boss, Paul Nitze, had just told him that he had put the chance of some form of nuclear war, if we had struck the missiles in Cuba, as “fairly high.” And his estimate of the risk, Nitze thought, was the lowest in the ExComm. Everyone else, he believed, put it higher. Harry had asked him what odds he would have given. Nitze’s answer: “One in ten.” I remember vividly my reaction that Monday to this news from Harry. It came in two parts. First, puzzlement: Why would they put the risk that high? Nitze, of all people, was familiar with the new intelligence estimates. Could it be that he and the others, like the public at large, had not really absorbed the implications of the new intelligence, or didn’t fully believe it? But then came a second reaction, slightly delayed: “One in ten?! Nuclear war … And we were doing what we were doing?!”"

"Just what Khrushchev intended to do with his Cuban missiles is, even now, unclear: it was characteristic of him not to think things through. He could hardly have expected Americans not to respond, since he had sent the missiles secretly while lying to Kennedy about his intentions to do so. He might have meant the intermediate-range missiles solely for deterrence, but he also dispatched short-range missiles equipped with nuclear warheads that could only have been used to repel a landing by American troops—who would not have known that these weapons awaited them. Nor had Khrushchev placed his nuclear weapons under tight control: local commanders could in response to an invasion, have authorized their use. The best explanation, in the end, is that Khrushchev allowed his ideological romanticism to overrun whatever capacity he had for strategic analysis. He was so emotionally committed to the Castro revolution that he risked his own revolution, his country, and possibly the world on its behalf. "Nikita loved Cuba very much, Castro himself later acknowledged. “He had a weakness for Cuba, you might say—emotionally, and so on—because he was a man of political conviction.” But so too, of course, were Lenin and Stalin, whho rarely allowed their emotions to determine their revolutionary priorities. Khrushchev wielded a far greater capacity for destruction than they ever did, but he behaved with far less responsibility. He was like a petulant child playing with a loaded gun."

"The tension between these conflicting aims is perhaps particularly acute in the late twentieth century because of the publicity given to the existence of various alternative “models” for emulation. On the one hand, there are the extremely successful “trading states”—chiefly in Asia, like Japan and Hong Kong, but also including Switzerland, Sweden, and Austria—which have taken advantage of the great growth in world production and in commercial interdependence since 1945, and whose external policy emphasizes peaceful, trading relations with other societies. In consequence, they have all sought to keep defense spending as low as is compatible with the preservation of national sovereignty, thereby freeing resources for high domestic consumption and capital investment. On the other hand, there are the various “militarized” economies—Vietnam in Southeast Asia, Iran and Iraq as they engage in their lengthy war, Israel and its jealous neighbors in the Near East, and the USSR itself—all of which allocate more (in some cases, much more) than 10 percent of their GNP to defense expenditures each year and, while firmly believing that such levels of spending are necessary to guarantee military security, manifestly suffer from that diversion of resources from productive, peaceful ends. Between the two poles of the merchant and the warrior states, so to speak, there lie most of the rest of the nations of this planet, not convinced that the world is a safe enough place to allow them to reduce arms expenditure to Japan’s unusually low level, but also generally uneasy at the high economic and social costs of large-scale spending upon armaments, and aware that there is a certain trade-off between short-term military security and long-term economic security."
