While France and Britain emerged victorious, both were exhausted and politically fragile. Defeated Germany, shorn of its colonies and gravely indebted, oscillated between resentment of the victors and internal conflict among its competing political parties. The Austro-Hungarian and Ottoman empires both collapsed, while Russia experienced one of the most radical revolutions in history and now stood outside any international system."
