A modern authority concludes: in canonization as in other matter medieval theory could not always be enforced in practice, and it was not until the Roman Church had lost the Northern peoples and had undergone the counter reformation, that the decrees of Urban VIII (1623-44) were able to bring about the complete control of the cult of the saints which had been so long desired. It is a paradox that among those who rejected the Roman obedience were the peoples who had been foremost in acknowledging papal authority in this sphere of Christian practice."
