And particularly in the field of government, it depends not only on what we do on the Federal level, but the State and local level as well. Because, if the United States is going to meet the challenge which is ours, to preserve peace and freedom in the world, to bear our fair share in this period, if we are going to be able to deserve that mantle of leadership which is ours, whether we want it or not, we are going to have to first demonstrate that we can handle our problems at home."
