To all those who have suffered so much at their hands—to the Northern Ireland policemen and prison officers and their families, to the soldiers, the judges, the civil servants and their families—we offer our deepest admiration and thanks for defending democracy and for facing danger while keeping within the rule of law—unlike the terrorist who skulks in the shadows and shoots to kill...we will never give up the search for more effective ways of defeating the IRA. If the IRA think they can weary us or frighten us, they have made a terrible miscalculation. People sometimes say that it is wrong to use the word never in politics, I disagree, some things are of such fundamental importance that no other word is appropriate. So I say once again today that this Government will never surrender to the IRA. Never."
