Our investment has effected an enormous improvement in the design of anti-ballistic missile systems. We will .pursue our program for the development of the Nike-X anti-missile system, to permit deployment of this anti-ballistic missile should the national security require. Research will continue on even more advanced anti-missile components and concepts. About $2 billion a year of this program is invested in innovations in technology and in experimental program. Thus, we provide full play for the ingenuity and inventiveness of the best scientific and technical talent in our nation and the Free World. American science, industry, and technology are foremost in the world. Their resources represent a prime asset to our national security."
