We must make sure that they can meet their health needs. We must act in every way to strengthen the life of their families. We must make sure that every boy and girl in America has all the education that they can use. We must be concerned with the nearly 2 million juveniles who get into trouble each year with the law. We must focus our concern on the causes of their troubles, not only on the youths themselves."
