Moreover, preliminary investigation suggests that this right to leave has also been broadened steadily to mean not only physical departure, but the right to relinquish one's obligations to the State of origin-that is, the right of expatriation. If the above analysis is correct, this amounts to a very extensive and unprecedented qualification of sovereignty, which is by now close to universal."
