Because the Kissinger policy in the eastern Mediterranean had alienated Greeks, Turks, and Cypriots all at the same time, the Cyprus issue became a test case in the fight for open government in American foreign policy. Greek Americans, that is, were the first to puncture the myth of Kissinger's infallibility, perhaps setting in motion enough erosion of the Republican position to make the difference in a close election. In Nicosia, the capital of Cyprus, Greek Cypriots danced in the streets when Carter's victory became known. They praised Greeks in America for making the victory possible."
