Artistic monuments and treasures are the object of the most frenzied attacks by revolutionary hordes obeying the commands they receive from foreign directors, who count on the complicity or negligence of governors and officials. The most serious crimes are committed in the countryside while the forces of public order remain in their barracks, restrained by blind obedience to governors who intend to dishonor them. The army, the navy, and other military forces are the target of the lowest and most slanderous attacks by the very ones who should safeguard their prestige."
