"A large number of programs of the Church in Africa still depend largely on the conditions of the donors. This state effectively threatens the autonomy and propriety on one hand, on the other there is the threat of putting into place projects or structures that are not right for the local Church and recipients. For this, mutual trust and understanding by both parties is necessary in order to avoid tainted gifts."
