Members Of The United States House Of Representatives

"The idea of their being a, you know, a little mud hole and two mosquitoes get together and the next thing you know you have a human being [pause] is completely at odds with, you know, one of the laws of thermodynamics which is the law of, of [pause] in essence, destruction."

"I think it would be much better for the country and for (Clinton) personally (to resign). I come from the business side. If you had a chairman or president in the business world facing these allegations, he'd be gone."

"The object of punishment is to... lift the man up; to stamp out his bad nature and wicked disposition."

"I have ever had the single aim of justice in view. No judge who is influenced by any other consideration is fit for the bench. 'Do equal and exact justice,' is my motto, and I have often said to the grand jury, 'Permit no innocent man to be punished, but let no guilty man escape.'"

"I am the most misunderstood and misrepresented of men. Misrepresented because misunderstood."

"When she has to reach agreement she will … And if she doesn't have to reach agreement she won't."

"Justice is not available to all equally; it is something that many of us must struggle to achieve. As an elected official, I know that fighting for what is just is not always popular but it is necessary; that is the real challenge that public servants face and it is where courage counts the most. Without courage, our action or inaction results in suffering of the few and injustice for all."

"One of the most important things the United States did in the aftermath of World War II was to help returning veterans with housing. In 1945, in my home state of Oregon, we established the Veterans Home Loan Program, which for over 60 years has provided more than 300,000 loans. This has changed the lives of Oregon veterans and revitalized communities."

"I'm not going to put the validity of America's general election on the line by thinking every state is as good as Oregon, when it comes to elections."

"Representing the people of Oregon's Second District is an honor and a privilege. Covering more than 70,000 square miles in twenty counties throughout eastern, southern and central Oregon, our district is breathtaking and diverse."

"There's more to do to stop the bad behavior by big entities in this space because there's so much money in this space. They aren't looking out for patients like they used to."

"To the Legislative Assembly belongs the consideration of measures which may best tend to the development of the resources of the Territory. Oregon possesses within herself many of these, which with enterprise and industry will most surely render her a wealthy, powerful, and prosperous State. She has a fertile soil, and genial climate; she has [vast] forests and abundant fisheries, unlimited water power, pastures upon which even during winter, innumerable flocks and herds can subsist, with no other care than the mere herding; and prairies which could with only moderate labor, furnish the whole of our Pacific Territories with bread."

"We are now entering upon an important period of our development as a State. Our infancy as a Territorial Government has passed into history. Our early struggle as a young State of the Union has already turned the point of successful trial, and we now stand in the threshold of coming strength and power. With a territory ranking among the largest of the sisterhood, with a soil equal to the best, and a climate of a salubrity and healthfulness enjoyed by none other, with resources for the employment of industry of great variety and extent, it would seem difficult to predict for Oregon anything short of a most successful career. In fact, with a creditable management of public affairs, nothing stands in the way of our prosperity."

"Too many Oregonians know the heartbreak of a jobless economic recovery. To create new, high-paying jobs, we need investment in Main Street as well as Wall Street."

"The University of Oregon has long been known as a renowned research institution. The Brain, Biology and Machine Initiative continues in that distinguished tradition."

"The rank of men, as established by the concurrent judgement of ages stands thus: heroes, legislators, orators, and poets. The most useful and, in my opinion, the most honourable is the legislator, which so far from being incompatible with the profession of law, is congenial to it. Generally, mankind admire most the hero; of all, the most useless, except when the safety of the nation demands his saving arm."

"I would rather see you unlettered and unnoticed, if virtuous in practice as well as in theory, than see you the equal in glory to the great Washington."

"Fame in arms or art, however conspicuous, is naught, unless bottomed in virtue."

"To the memory of the Man, first in war, first in peace, and first in the hearts of his countrymen."

"I appreciate that in China, people are hungry to prosper in the global economy. What they need is a body of elected representatives who will widely debate and freely pass a strong national energy policy. Selling China an oil company will only take pressure off its rulers and further delay the arrival of democracy."

"I apologize. I do not want to live in a country where anytime a citizen or a corporation does something that is legitimately wrong is subject to some sort of political pressure, that is again, in my words, amounts to a shakedown. So I apologize."

"I'm speaking totally for myself and I'm not speaking for the Republican Party and I'm not speaking for anybody in the House of Representatives but myself, but I'm ashamed of what happened in the White House yesterday. I think it's a tragedy of the first proportion that a private corporation can be subjected to what I would characterize as a shakedown."

"Wind is God's way of balancing heat. Wind is the way you shift heat from areas where it's hotter to areas where it's cooler. That's what wind is. Wouldn't it be ironic if in the interest of global warming we mandated massive switches to energy, which is a finite resource, which slows the winds down, which causes the temperature to go up? Now, I'm not saying that's going to happen, Mr. Chairman, but that is definitely something on the massive scale. I mean, it does make some sense. You stop something, you can't transfer that heat, and the heat goes up. It's just something to think about."

"Global warming science is uneven and evolving."

"I cannot imagine any objective finding that CO2 is a pollutant. If that's true, God is a polluter."

"I am just thinking how unfair it is of you to quote their own words. It is a low blow to use what ExxonMobil has actually said against them. I mean, that is kind of a cheap shot, don't you think?"

"Medicaid is a study in contradiction. Thanks to it, America's neediest get health care paid for by taxpayers. Often they get better health care than taxpayers can afford for themselves. The program is both 'free' and break-the-bank expensive. It lets poor people look rich and rich people look poor, and it rewards lawyers and druggists with real wealth. Medicaid works so well it's going broke."

"As long as I am chairman, [regulating global warming pollution] is off the table indefinitely. I don't want there to be any uncertainty about that."

"A print of the painting, The Prayer At Valley Forge, depicting George Washington on bended knee, praying in the hard snow at Valley Forge, hangs over the desk in my office. If the practice of witchcraft, such as is allowed now at Fort Hood, is permitted to stand, one wonders what paintings will grace the walls of future generations."

"Every American is hard-wired in history or experience to be libertarian about something."

"What has to do with your ability to fall asleep is not caffeine. It's having a clean conscience. I have a clean conscience so I can drink all the caffeine I want."

"The definition of throwing your vote away is to go into that voting booth and vote for one of two parties that will not change the direction this country's going in."

"Defending the Constitution is always important. That duty is even more vital today, when the president and top administration officials argue that the executive branch may break the law whenever the president deems it to be necessary in a time which he declares to be wartime."

"...there remains time to turn back the constitutional clock and roll back excessive post-9/11 powers before we turn the corner into another Japanese internment or, closer to our own experiences, before we witness a legally sanctioned Ruby Ridge or Waco scenario."

"There is no legitimate use whatsoever for marijuana. This is not medicine. This is bogus witchcraft. It has no place in medicine, no place in pain relief..."

"Clearly, the court today has ignored the constitutional right and responsibility of Congress to pass laws protecting citizens from dangerous and addictive narcotics..."

"[FBI Director J. Edgar] Hoover lied his eyes out to the [Warren] Commission – on Oswald, on Ruby, on their friends, the bullets, the gun, you name it."

"Over the postwar years, we have granted to the elite and secret police within our system vast new powers over the lives and liberties of the people. At the request of the trusted and respected heads of those forces, and their appeal to the necessities of national security, we have exempted those grants of power from due accounting and strict surveillance."

"I opened the doors of the Democratic Party and 20 million people walked out. -ibid"

"The South Dakota senator’s message was a necessary and appropriate one for that moment, when the United States was mired in what seemed to be a war without end in Southeast Asia—a war that emptied the US treasury into the coffers of a military-industrial complex that demanded resources that could have been spent on job creation, education and healthcare."

"The vision McGovern, who died Sunday at age 90, articulated as his party’s nominee for the presidency, and as one of its ablest and most honorable senators, is as correct as ever... the need to make deep cuts in Pentagon spending and the attendant policing of the world... George McGovern’s vision makes even more sense now than it did in 1972. When McGovern ran for president in 1972, his slogan was “Come Home, America.”"

"The wisdom and hope that was inherent in McGovern’s call that year was not sufficient to defeat Richard Nixon. In a matter of months, however, polls would reveal that Americans regretted their decision, as they came to recognize the extent of Nixon’s corruption. Forty years on, McGovern’s vision that America might come home to the ideals that had nourished it from the beginning is less a matter of hope than necessity."

"...“soft” on defense. For forty years now, Democrats have sought to avoid the label that was attached to George McGovern, the World War II hero who recognized the folly of squandering America’s human, moral and fiscal prospects on war-making in Vietnam. It is true that McGovern lost his 1972 presidential race. But he did not lose because he was wrong. He lost because of the wrong politics of a moment when his own party was divided and his opposition was ruthless."

"Unlike some of his peers, Mr. McGovern did not become wealthy in office, and he said he had no interest in lobbying afterward. Instead, he earned a living teaching, lecturing and writing. He briefly owned a motor inn in Stratford, Conn., and a bookstore in Montana, where he owned a summer home. But neither investment proved profitable."

"To the liberal Democratic faithful, Mr. McGovern remained a standard-bearer well into his old age, writing and lecturing... insisting on a strong, “progressive” federal government to protect the vulnerable and expand economic opportunity, while asserting that history would prove him correct in his opposing not only what he called “the tragically mistaken American war in Vietnam” but also the American invasions of Iraq and Afghanistan."

"Elected to the Senate in 1962, Mr. McGovern voted consistently in favor of civil rights and antipoverty bills, was instrumental in developing and expanding food stamp and nutrition programs, and helped lead opposition to the Vietnam War in the Senate."

"A slender, soft-spoken minister’s son newly elected to Congress — his father was a Republican — Mr. McGovern went to Washington as a 34-year-old former college history teacher and decorated bomber pilot in World War II... with ... a brand of politics traceable to the Midwestern progressivism of the late 19th century."

"Four years later, another antiwar Democrat managed to win the nomination. Senator George McGovern had flown thirty-five bombing missions against the Nazis in a B-24. He couldn’t be dismissed as a weakling afraid to draw blood. At the 1972 Democratic convention that summer, McGovern promised to withdraw the United States from Vietnam immediately: “[W]ithin ninety days of my inauguration, every American soldier and every American prisoner will be out of the jungle and out of their cells and then home in America where they belong.” The message failed. The McGovern campaign lost all but a single state in the general election to Richard Nixon. McGovern didn’t reassess. If anything he hardened his position. Before leaving the race, McGovern made the case for what might now be described as an America First foreign policy: “This is also the time to turn away from excessive preoccupation overseas to the rebuilding of our own nation.” It would be forty-four years before another presidential candidate made that point as forcefully, and he was a Republican."

"I had a strange, brief flirtation with the right. I voted for Richard Nixon...Nixon was even running against a South Dakota boy, George McGovern. But McGovern had no understanding of treaty rights..."

"Bill Clinton, who started his political career with McGovern, expressed interest in cutting defense to invest in transportation infrastructure, including “a high-speed rail network.” Yet again, however, liberals and conservatives proved no different in government, voting to keep the military-industrial complex going, even though the United States had become the world’s first truly uncontested superpower."
