He has a policy of his own-a crudely expressed and inadequate program that he calls "Toward Peace"-Here are a few paragraphs copied from the first page of his pamphet. "Every nation with a navy ought to destroy three cruisers a year instead of building more. Every tariff ought to be abolished. Nations based on the capitalist-system are anti-social-they breed war." Down with them! The delegates are the wise-men, this humble, ragged outsider is just "queer." The queerer they are the wiser they seem to me."
