"That was a very close-run thing," Kelly would say. Mark Milley thought of the famous quote about Waterloo when he considered how nearly the country came to losing its democracy altogether. "It was a very close-run thing," he told an associate. After it was all done and over, Milley believed that Trump had tried something never tried before in the 230 years of the republic- to illegitimately hold on to power."
