The American people have observed the remarkable struggle of the Vietnamese people during the past years to achieve and to maintain their independence. The successes of the Republic of Viet-Nam in thwarting the aggressive designs of Communism without, and in surmounting the most difficult obstacles within, have shown what can be achieved when a people rally to the cause of freedom. We in America pray that those now still living in the enslaved part of your country may one day be united in peace under the free Republic of Viet-Nam."
