In this new era of big citizenship, greater choice and freedom must go hand in hand with greater responsibility. Formerly, civic duty was identified primarily with military service, jury duty, and the act of voting. But the definition of civic duty now needs to be expanded, especially in a society in which most citizens receive transfer payments or subsidies from their fellow taxpayers. In such a society, self-reliance must become a civic duty as well as a private virtue."
