"Today, there is nothing more effective and rational in the world than the United Nations. Even looking ahead, it remains the only possible concrete guarantor of international stability. And it must be so in practice. No country would agree to entrust the maintenance of order to a single state. The new world order can only be built through cooperation. Perhaps I have already bored you with my proposals to restore the Security Council's Military Committee to its original functions. But when this happens, the Security Council, in agreement with the UN member states, will be able to intervene in its own right as a guarantor of peace in any region, as enshrined in the UN Charter.
