While he resided in the center of the immense Roman Empire which, in its unity, comprised the world, it was the one universal Church of Christ, the fulfilment of the mysterious decrees revealed to him, the Church in which it had been his privilege to bring together Jews and pagans, that presented itself to him for contemplation."
