The spirit of the nation flamed higher than ever. Mr. Grattan not so much imbibing, as diffusing, a large portion of that spirit, and acting in concert with his friend, Lord Charlemont, moved a declaration of rights in favour of Ireland. The oration which he made on that occasion can never be forgotten by those who heard it. The language of Milton, or Shakespeare, can alone describe its effects."
