He continued to downplay the threat of a nuclear war- the one form of aggression to which the United States was still prepared to respond. But he foresaw a period of diminished U.S. credibility, in which its allies, uncertain of Washington's ability to deliver on its commitments, would be increasingly vulnerable to Communist pressure."
