However, emergency food assistance cannot be a basis for sustainable food security. Conflict prevention and resolution, and stepped up rehabilitation and development promotion activities, which prevent recurrence of and reduce vulnerability to food emergencies, are essential elements of food security. Emergency preparedness is a central element for minimizing the negative effects of food emergencies and famines."
