The man who would lift himself to a higher goal desires freedom of movement, freedom of choice. Our Constitution guarantees this to him; it offers him opportunities. What opportunities he takes advantage of depends on what he is. It might be wise to examine closely our immigration agencies abroad, and test the alien before he sails, suggesting a locality which needs him, and where he will take root to the best advantage."
