"From his earlier orthodox, even conservative, tendencies Harris was released by Keynes and the New Deal. His work came to reflect a strong commitment to Keynesian economics and policy and to the broad welfare measures of the Roosevelt, Kennedy and Johnson years. He was not a compelling writer; in his books, however, this was more than compensated for by the solid competence of his research and preparation, his strongly compassionate views on welfare issues and his very evident desire to extend knowledge on a great range of subject matter."
