Johnson had reason to believe, in a country that had only just abolished slavery, that the Radicals' attempt to create a multiracial democracy would be rejected by the electorate. What he did not expect was that in his incompetence, courseness, and vanity, he would end up discrediting his own racist crusade and would press the North into pursuing a program of racial justice that it had wanted to avoid."
