There were not enough Coalition troops in Baghdad to deal with remaining pockets of resistance and simultaneously control the looting. As a result, the "U.S. Army initially allowed the looting to continue unchecked." Looting extended beyond Baghdad to hundreds of archaeological sites throughout the whole of Iraq. The United States and Coalition forces simply did not have enough personnel to adequately protect all of them."
